LAGOS STATE TO BEGIN PAYMENT OF N35,000 MINIMUM WAGE NOVEMBER; CHECK OUT THE NEW SALARY SCALE


Lagos To begin payment of N35,000 new minimum wage November; Releases Consequential Adjustment Scale




Lagos State Governor, Babajide Sanwo-Olu has concluded arrangement to pay N35,000 as the new minimum wage for workers beginning from November, 2019.

The decision was arrived at after series of meetings and discussions between the Lagos State Joint Public Service Negotiating Council (JNC) and Lagos State Government as witnessed by the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) on the payment of the New Minimum Wage to Lagos State Public Sector Workers on Friday.

Comrade Rasaq Adio Falade, State Chairman, JNC said necessary terms of settlement and agreement were reached after the end of the meeting on Friday.

The National Joint Public Service Negotiating Council (NJPSNC) and the Federal Government’s Negotiations and Consequential Adjustment of Salaries had produced the following figures on Consolidated Public Service Salary Structure (CONPSS): GL. 01-06=N30,000; GL. 07=23.2%; GL. 08=20%; GL. 09=19%; GL. 10-14=16% and GL. 15-17=14%.

However, Falade said in consonance with the pronouncements of Sanwo-Olu, the government agreed to pay N35,000 as minimum wage.

He said government had agreed to pay GL. 01-06=N35,000.09;. GL. 07=30%; GL. 08-10=25%; GL. 12-14=22.5% and GL. 15-17=20%.

Falade added that payment of allowances peculiar to certain professions/sectors such as health workers, medical personnel, teachers, and so on, embedded in their respective Consolidated Salary Structures (e.g. CONHESS, CONMESS, CONTISS, etc) shall be paid for those stated items (e.g. Hazard, Call, Shift, etc) at such rates as provided in the various salaries of government approved in 2011.

He disclosed that the payment of the New Minimum Wage at the consequential adjustment rates shall commence in Lagos State in the November, 2019 salary cycle.

“The New Minimum Wage Act came into effect on the 18th April, 2019 as such, it was agreed that payment of the six and half months arrears shall be be made and concluded by the first quarter of year 2020,” he said.

MINIMUM WAGE: FG, LABOUR FINALLY REACH AGREEMENT ON CONSEQUENTIAL ADJUSTMENTS - FESTUS KEYAMO

The Federal Government and organised labour on Thursday finally agreed on the percentage increase on the consequential adjustment in workers’ salaries as a result of the new minimum wage of N30,000.

As the meeting reached an advanced stage, the Minister of State for Labour and Employment, Festus Keyamo, tweeted from the venue that both parties had reached an agreement, but he did not give details.

The tweet read, “After some delicate negotiations (with both ministers as conciliators), the government and labour have finally reached an agreement on the consequential adjustment of other wages following the implementation of the enhanced minimum wage of N30,000. We are working on the communiqué.”

In a statement, the President of the Trade Union Congress, Quadri, and the Secretary General, Musa-Lawal Ozigi, confirmed the peace pact, commending the Federal Government and labour for their patience while the National Minimum Wage negotiations lasted.

The statement read, “We commend the Head of Service of the Federation, Dr Folashade

Yemi-Esan, and her team for their sincerity. Though they argued that the government could not afford to meet our earlier demand of N30,000 minimum wage across board because of the economic situation in the country, we made them understand that some people could not be more Nigerian than others. If we are tightening our belts, government should also do so.”

The secretary of the JNCSNC, Alade Lawal, also confirmed the figure to our correspondent through a text message after confirmation on what was agreed with the FG was sought from him.

Lawal had earlier told our correspondent that the parties had reached an agreement on the wage crisis.

He said both parties agreed on 23.2 percentage increase for workers at grade level 07; 20 per cent for those at grade level 08; 19 per cent for workers at grade level 09; 16 per cent for those on levels 10 to 14; and 14 per cent for workers at grade levels 15 to 17.

 The meeting was still going on as of the time of filing this report (12.56am) on Friday.

The agreement did not come easy as negotiations between both parties collapsed several times in the last six months.

The agreement came 182 days after President Muhammadu Buhari signed the new minimum wage into law.

After the necessary legislative processes at the National Assembly, president Buhari signed the 2019 New National Minimum Wage Bill into law on April 18, 2019.

Thursday’s meeting was slated to begin at 7pm but more than one hour after the labour team, led by the President of the Nigeria Labour Congress, Ayuba Wabba, and the government team had taken their seat, the Minister of Labour and Employment, Dr Chris Ngige, and Festus Keyamo (SAN) came into the conference room.

Present at the meeting were the General Secretary of the Trade Union Congress, Musa Origi; NLC General Secretary, Emma Ugboaja; Chairman of the Joint National Public Service Negotiating Council, Simon Anchaver; Secretary of the council, Alade Lawal; the President, Nigeria Union of Civil Service, Amaechi Lawrence; and the union’s General Secretary, Issa Aremu.

On the government side were the Head of the Civil Service of the Federation, Folashade Yemi-Esan; acting Chairman of the National Salaries, Income and Wages Commission, Ekpo Nta; and the Permanent Secretary in the labour ministry, William Alo.

Ngige reminded the gathering that the future of the country must be given consideration in the negotiations.

He said if the country became broke because of personnel cost, it would suffer the consequences.

The leader of the government team, Folashade Yemi-Esan, said since Wednesday’s meeting adjourned around 2am on Thursday, members of the government team had not rested because of the enormous work given to it for an agreement to be reached at the Thursday meeting.

MINIMUM WAGE: SANWO-OLU PROMISES TO PAY ABOVE N30,000


Lagos State Governor, His Excellency, Babajide Sanwo-Olu has assured that the state was ‘technically’ ready to pay the N30,000 minimum wage, reiterating his promise to pay above N30,000 to Lagos workers because of the special status of the state.
This assurance is coming just as he sued for continued harmonious and peaceful relationship between government and Labour Unions in the state.

Gov. Sanwo-Olu spoke when he hosted members of Lagos State Public Service Joint Negotiating Council, JNC, Nigeria Labour Congress, NLC and the Trade Union Congress, TUC at the Lagos House, Ikeja, yesterday. He also charged the Labour leaders to key into government’s agenda on the environment, as well as partner government in sensitizing members on need to have positive attitude on environmental issues.

Chairman, Lagos State Public Service Joint Negotiating Council, Razaq Falade commended Sanwo-Olu for making the welfare of workers a priority. Falade called for prompt implementation of the minimum wage to reduce poverty among workers, saying that in two weeks time, the proposed consequential adjustments on the wage issue would be forwarded by the NJC to the Governor.

Earlier in a separate interaction, NLC Chairperson, Lagos Council, Funmi Sessi and TUC Chairman, Lagos Council, Gbenga Ekundayo, requested improved welfare package for workers which included insurance policy, Local and International Training, free social services for Senior citizens and operational buses for affiliate union members of the unions for easy mobility.

However, Gov. Sanwo-Olu promised to look into Labour’s requests for relevant Training to improve their skills, while the union leaders assured government of their support for a greater Lagos.

MINIMUM WAGE: LABOUR LEADERS MEET NGIGE, VOW TO EMBARK ON STRIKE IF DEMANDS ARE NOT MET

Labour unions have submitted their preferred percentage on the ‘consequential incremental adjustments in workers’ salaries arising from the new minimum wage of N30,000.

Leaders of the unions held a meeting with the Minister of Labour and Employment, Chris Ngige, in Abuja on Monday.

The meeting is a preparatory one to the Tuesday meeting after which labour will take a decision on whether to proceed on an indefinite strike or not.

It was reported that the unions had, however, already asked their branches across the country to get set for an industrial action.

The labour unions had earlier issued a communiqué, warning that economic activities would be shut on October 16.

They said they would go on strike if the federal government failed to reconvene a meeting of the committee on consequential adjustments of workers salaries based on the new minimum wage.

The unions, led by the Nigeria Labour Congress (NLC), also insisted that the government should hold a final meeting on October 15 to resolve the disagreements.

THE REAL ISSUE

Recall that the major issue delaying the full implementation of the minimum wage is the percentage salary increase for certain categories of workers.

Labour is demanding 29 per cent salary increase for officers on salary level 07 to 14 and 24 per cent adjustment for officers on salary grade level 15 to 17.

But the federal government had presented a proposal of 11 per cent salary increase for officers on grade level 07 to14 and 6.5 per cent adjustment for workers of grade level 15 to 17.

MINIMUM WAGE IMPLEMENTATION EXCITES KADUNA LOCAL GOVERNMENT WORKERS

Workers of Sanga and Kaura Local Government Councils of Kaduna State on Monday expressed gratitude to the leadership of their respective councils for implementing the new minimum wage.

The workers, under the auspices of Nigeria Union of Local Government Employees (NULGE), expressed their excitement in separate interviews with newsmen.

They said the decision to implement the new package ahead of Federal Government by the councils was a demonstration of sensitivity to the yearning and aspirations of the workers.

Mr John Mazo, the acting Chairman of NULGE in Sanga Local Government Area, described the development as heart warming, adding “the move, no doubt, will spur on the spirit of workers especially at the grassroots, towards better performance”.

“While we commend the council Chairman, Mr Charles Danladi, for the bold step taken, we also urge workers to step up efforts in their various offices to ensure that the mandate of the council is attained,” Mazo added.

Similarly, Mr Philip Joseph, the NULGE Chairman, Kaura Local Government Area, appreciated the caretaker committee of the council under the chairmanship of Bege Ayuba for being responsive to the plight of the workers through the implementation of the new salary package.

Joseph expressed optimism that workers would reciprocate the gesture by putting in their best to reposition the area for the good of all.

Also, Mrs Maimuna Dogo, a civil servant resident in Kaura, told NAN that the implementation of the new minimum wage was a morale-booster to workers and their families.

“This is a huge relief to personal and family needs that are not met due to financial constraints,” she said.

However, Malam Abubakar Yakubu, a civil servant resident in Kafanchan, Jema’a Local Government Area of the state, urged government at all levels to implement the new minimum approved by President Muhammadu Buhari to cushion the harsh economic reality in the country.

“I think NLC could still engage the Federal Government after a year or two on the need for an upward review but in the meantime, we are appreciative,” he said.

WORLD FOOD DAY: FEDERAL GOVERNMENT SAYS CLOSURE OF BORDERS REMAIN

The Federal Government says it will not reverse closure of borders until neighbouring countries have shown enough commitment to check smuggling of banned commodities into Nigeria.

The Permanent Secretary (PS) of the Federal Ministry of Agriculture, Dr Mohammed Umar, said this on Monday during a walk as part of activities to mark World Food Day on Oct 16.

He said the closure was also a response to farmers’ call as necessary measure to boost food production, especially rice production and other food items, saying they had pleaded that it remained so.

According to him, the farmers have attested to the fact that the development is yielding result, adding that the ministry had since the closure received many applications from people indicating interest in farming.

Umar said following the several requests the federal government would start clearing of land across the country to allocate to farmers for agricultural growth.

“I assure you this message is noted and the borders have not been opened. There are so many applications from farmers for the ministry to clear land for them for agricultural activities.

“Your request will be met because the ministry is ready to embark on land clearing between now and next year at community level, local government level and state level, that require our support.

“We will be there to open up land for agricultural activities.

“Our rice association here have been hailing Mr President and they (members) promised government that they will double their production and that there is no need for importation of rice because we have attained food sufficiency in rice production and other products.

“That is why Nigeria had to key in to this day to celebrate along with about 160 countries currently celebrated at UN in New York,” he said.

The PS said the government was ready to assist farmers to go into mechanisation, adding that government had been assisting farmers with tractors, various farm equipment and other farm inputs to boost production of food in Nigeria.

He said the sensitisation work which was part of activities to mark the World Food Day was to reiterate the importance of food to humanity.

He commended the Food and Agriculture Organisation (FAO) for its support to help reposition agriculture in the country.

The permanent secretary further commended efforts of farmer associations from different states to support the event.

He said “the food day is one of the most celebrated days around the globe. About 160 countries are currently celebrating this day and Nigeria cannot be an exception.

“Agriculture is one of the cardinal objective of this administration to achieve zero hunger in Nigeria.

“This day is the day we must all appreciate because we have heard from the farmers associations, groups and our developmental partners who have been here with us since morning.

“All they are telling me is Nigeria has taken a very brave step by closing Nigeria’s border because they do not want importation of food and that they are ready to produce all Nigeria requires in terms of food and raw materials in terms of agribusiness.”

Mr Suffyan Koroma, FAO Representative in Nigeria, said the focus of the 2019 world food day was on ensuring that people ate healthy.

According to him, it is time to reflect on “what we eat, how we eat it and where we get it from”.

He said World Food Day, celebrated on Oct. 16 each year, was one of the widest UN celebrations because it is celebrated in more than 150 countries.

“It is a day to come together to celebrate the founding of Food and Agriculture Organisation and to reaffirm our commitment to zero hunger.

“This year’s theme for World Food Day, is “Our Actions are our Future. Healthy Diets for A #ZeroHunger.”

“So, it is a day for us to reflect not only on what we eat, how we eat it and where we get it from.”

Koroma assured of the organisation’s continued commitment to improved agriculture in Nigeria.

Mr Manir Umar, President, Association of Nigeria Agricultural Entrepreneurs, commended the federal government for empowering the youth through the ministry of agriculture.

He said the ministry had empowered them through training, provision of start up funds and technical support to go into agriculture, saying agribusinesses set up by participants of the initiatives had grown over time.

He said, “today I can confidently tell you that this association has empowered other young Nigerians just the way we were empowered by the Federal Ministry of Agriculture.

“We formed an association and we have businesses we are running together. We have dairy programme that we are running in Jere, Kaduna State.

“We were supported by the Federal Ministry of Agriculture with milk processing equipment and we are collecting milk right now and we are processing it and selling it.

“We also have tractors that we benefitted from the federal ministry of agriculture we are also using to support other Nigerian farmers with our farm implement and mechanisation services, “he said.

He urged the ministry to sustain the youth programme in view of its impact on the youth.

FG BANS IMPORT, EXPORT OF ALL GOODS AT LAND BORDERS

The federal Government has announced a total ban on the import and export of goods at the land borders nationwide in the ongoing joint border operation, tagged: “Exercise Swift Response”. The Daily Trust reports that the operation began on August 20, 2019, involving Customs and immigration with support from Army and other security agencies.

The joint border security is being coordinated by the Office of the National Security Adviser (ONSA) and covers the four geopolitical zones, including South-south, Southwest, North-central and the North-west. Briefing newsmen in Abuja on Monday, the Comptroller General of Customs (CGC), Col. Hameed Ali (Rtd) said: “The issue of movement of goods is not the same thing with movement of persons. “Let’s understand that all perishable items are on prohibition whether on export or import.

Therefore, nobody can carry tomato to the border to import or export. So it makes it easier for us to close and ensure that all goods for now are banned from being exported or imported through our land borders. “That is to ensure that we have total control over what comes in and what we do. We are strategizing on how best the goods can be handled when we get to when this operation will relax,” he noted. Ali however, advised local dealers, who want to export or to import items, to use the seaports is the only access at present.

On when the operations, which is nearly two months will end, Ali said, “It is as long as it will take our neighbours to come to the table and agree to execute exactly what was agreed upon during former Olusegun Obasanjo’s time which is simple adherence to ECOWAS transit procedure. That has not happened.” In a response on how the operation is impinging on the fundamental rights of persons to movement, the Customs boss said, “When it comes to security, all other laws take a backseat. Nigeria must survive first then we can begin to consider your rights.”

AISHA BUHARI’S RETURN TO NIGERIA ENDS FAKE NEWS

The Enugu State chapter of All Progressives Congress (APC) has welcomed the return of First Lady, Mrs. Aisha Buhari, back to the country, saying her return has put an end to fake news.

Mrs. Buhari has been away from the country for two months until she returned to the country at the weekend.

Prior to her return, the social media were agog with news of a plan by President Muhammadu Buhari to marry his Minister of Humanitarian Affairs, Hajiyya Saddiya Farouk, but the Presidency, however, denied any plans by the President to marry the Minister.

Addressing journalists on Sunday, the Enugu State Publicity Secretary of APC, Mrs. Kate Ofor, welcomed the return of Mrs Aisha Buhari back to Nigeria, saying her return has put full stop to fake news.

Ofor said she believed a legitimate means should be used to stop fake news and make people realise that the social media has no gatekeeper.

“I wholeheartedly welcome our dear First Lady back to the country, for her elegant return has put full stop to fake news, which dominated our public domain. I think we have to, not only find legitimate means to curb fake news, but also to come to terms that social media has no gatekeeper. Therefore, we must cultivate the culture of sieving the genuine from the fake news,” she said.

On why the citizens should not believe any news, Ofor quipped, “Is it rational for people to jump into conclusions when Mr, President has not circulated any wedding invitation? Why should they drag the name of innocent Minister of Humanitarian Affairs, Sadiya Farouk into the mud?

“Can you imagine that even when President Buhari safely returned from medical vacation, which many adjudged a rare miracle, some fake news purveyors still went to town that he wasn’t cloned? It is my considered opinion that we must discern the genuine from fake news, especially the mainstream media,” she said.

PRESIDENT BUHARI ILLEGALLY EXTENDED SERVICE OF NEPHEW, ABDULKARIM DAUDA, IN POLICE FORCE BY 3 YEARS - SAHARA REPORTERS

A leaked memo has revealed how President Muhammadu Buhari recently approved and ordered the Nigeria Police Force to extend the stay of his nephew, Abdulkarim Dauda, in the force by three years.

Dauda is currently serving as the Personal Chief Security Officer (PCSO) of Buhari.

Dauda, who is directly related to Mamman Daura, removed the name Daura from his public documents to avoid public suspicion.

Dauda joined the force in 1985 and he is due for retirement from active service in January 2020 but his stay was extended by three years.

It was gathered that Dauda was illegally promoted twice in three years and his promotion was influenced by President Buhari. 

Dauda also gained rapid promotion from the rank of Chief Superintendent of Police in 2015 to become the Commissioner of Police in just four years.

The leaked memo, approving his extension in service, which was signed by the Secretary of the Nigeria Police Force, AIG Usman Alkali, with reference number DTO:041500/10/2019, noted that Dauda, a Commissioner of Police, would remain in service till 2023.

The memo reads in part, “Extension of Service P.No 23853 COMPOL Abdulkarim Dauda (CP) X. The President X Commander in Chief of the Armed Forces X Chairman Police Council X has graciously approved the extension of service of CP Abdulkarim Dauda to May 13, 2023, X When he would have attained sixty (60) years of age X COMPOL Info-Tech only X Amend your records X please.”

The extension of Buhari’s nephew has added to the existing spat between the Nigeria Police Force and the Police Service Commission.

The PSC had ordered that no recruitment should be done to the force but the inspector general of police continued boasting he has the backing of Buhari.

This spat has stalled the promotion of officers in the force and has affected the administrative duties of the force.

DIG in charge of Training and Development, Yakubu Jubrin, was queried for misconduct by the PSC for the recruitment process.

He has had approached the National Industrial Court seeking an order to restrain the commission from sacking or demoting him.

The PSC also accused the DIG of making disparaging remarks against the commission’s Chairman, Alhaji  Musiliu Smith, and a member of the board in charge of recruitment, Austin Braimoh.

The plaintiff in suit no. NICN/ABJ/294/2019, also sought a declaration of the court that the  PSC could not subject him to further disciplinary measures or dismissal.

The suit filed by his lawyer, Alex Izinyon (SAN), stated that the Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), had informed the police that they had the mandate to handle the recruitment of 10,000 constables as directed by  Buhari.

EKITI STATE TO BEGIN PAYMENT OF N30,000 NEW MINIMUM WAGE OCTOBER ― FAYEMI

Ekiti State Governor, Dr Kayode Fayemi has announced his readiness to begin the payment of N30, 000 new minimum wages to workers in the state from October 2019.

Fayemi said the measure was to stimulate workers, especially teachers,  to be able to deliver the best to the state and reclaim the lost glory and pride of being the education nerve centre of the country.

The Governor spoke at Oluyemi Kayode stadium in Ado Ekiti during the 2019 Teachers’ Day celebration,  with the  theme: “Young Teachers, the Future of the Profession.”

At the event, Mr Henry Olaoluwa Asubiojo of Amoye Grammar School and Tajudeen Olaoye of Anglican Primary School, Esun Ekiti and Mrs Mojisola Ehinafe of Technical School, Ado Ekiti, were awarded cash price of N500,000 each,  for emerging as the best teachers in the state.

Gov. Fayemi said he decided to inject breeds of teachers into the state’s public schools,  by recruiting 2,000 new teachers to safeguard the future of the state.

“We will commence payment of N30,000 to workers in Ekiti with effect from this month. We are determined to reward diligence because the workers, particularly our teachers have done the state proud.

“In this year’s WAEC, Ekiti was ranked 12th. I want to salute our teachers but that is not where Ekiti belonged, we must continually do more to rise to number one.”

He said he was highly determined to protect and preserve the core values of making Ekiti the education capital of the nation.

Fayemi said he decided to establish more schools in Ado Ekiti, the capital city, to depopulate the overpopulated ones and make learning more conducive.

“The only way we can reclaim our lost glory in education is to encourage our teachers in and outside service. I will promote functional and technical education in this state.

“I have also ensured that all students of school age are in schools in line with education law which makes basic education compulsory and in line with global best practice.

In his lecture at the forum, the Provost, College of Education,  Prof. Isaac Adeoluwa, said for Nigeria to move to its pride of place, teachers must be made to be ICT compliant and embrace modern techniques of teaching.

The Chairman of the Ekiti State chapter of the Nigeria Union of Teachers, Com. Samuel Odugbesan praised Fayemi for recruiting teachers into public schools across the state, saying this would help in strengthening the future of education.

RCCG PASTOR IN PH STABBED TO DEATH DURING VIGIL


An unidentified pastor of the Redeemed Christian Church of God (RCCG) has stabbed to death during a church vigil in Rivers State.
The in incident took place around 3 am on Saturday at the church located on Danjuma Street, off Odili Road in Port Harcourt, the state capital.

A source in the neighbourhood was quoted as saying “The man came through the gates at that ungodly time, stabbed the gateman with a knife he was holding, brushed through the congregation to the altar, stabbed the pastor and walked out with impunity.”

Rivers police spokesman, Nnamdi Omoni, confirmed that “the command is aware” of the incident.
He added that investigation has begun to arrest and prosecute the suspected killer.

LABOUR, FED. GOVT TO MEET AGAIN ON NEW MINIMUM WAGE


Labour leaders and Federal Government officials will meet between tomorrow and Friday to unlock the stalemate over the payment of the N30,000 minimum wage.

Minister of Labour and Employment Chris Ngige said the government had commenced payment of the new wage from Levels 1 to 6 workers.

But Labour leaders accused the government of insincerity. A source described the payments of the new wage to junior workers as “divide and rule tactics”.

The President of Trade Union Congress (TUC), Quadri Olaleye, chided the Federal Government for insincerity, adding that its representatives in the negotiation had not shifted ground.

Olaleye said:  ”Up till now , we are still waiting for the representatives of the Federal Government. They promised to consult with the Presidency and get back to us. But we have not heard anything from them. It shows insincerity on their part and we can’t wait further.”

Olaleye said Labour will meet with the Joint Public Sector Negotiating Council (JPSNC) on Friday, adding that, if nothing is done by then, labour will take a decision.

He said:  ”You all know the body language already. So, by Friday, we will meet with the JPSNC and a decision will be taken. I want to assure you that, once a decision is taken, there is no going back.”

The JPSNC warned that workers could go on strike over the delayed implementation of the new wage as the meeting between the Federal Government and the council was stalled.

Both parties failed to reach an agreement, despite minor adjustments in their separate positions.

During the meeting, which was chaired by the thenHead of Civil Service of the Federation, Mrs. Winifred Oyo-Ita, government shifted from its earlier position of 9.5 per cent to 11 per cent for grade levels seven to 14 and 6.5 per cent from 5.5 per cent for levels 15 to 17.

But, workers have insisted that government should adjust the salaries of workers on grade levels 07 to 14 by 30 per cent and those on levels 15 to 17 by 25 per cent, having stepped down to 29 per cent from 30 per cent for grade levels 7 to 14 and 24 to 25 per cent for levels 15 to 17.

Expressing dismay over the failed negotiation, the chairman of JPSNC and National Auditor of the NLC, Simon Anchaver,  accused the government team of toying with workers’ interest.

He said the JPSNC had resolved to write to the NLC,  and the TUC for their advice on a possible industrial action.

A member of the JNPSNC, who confirmed the proposed Friday meeting said that the labour team would be led by the NLC President Ayuba Wabba.

He said labour would use the opportunity to discuss the need for the Federal Government to fast track action on the new minimum wage.

The source kicked against the payment of N30, 000 minimum wage to junior workers on levels 1- 6 employed by the Federal Government, describing it as a “divide and rule tactics”.

The source said: “We are meeting the minister on Thursday. The issue of minimum wage will definitely come up. Even the minister will talk about it.

“We want the government to fast track the process. We are not happy over the decision of the government to pay workers on levels 01-6. It is divide and rule tactics by the government.

“We will mobilise against it. In fact, we have already started mobilising our members but we have not fixed a date yet for it.”

CASHLESS TRANSACTIONS: CUSTOMERS TO PAY MORE FOR POS TRANSACTIONS

BANK customers are to pay more for Point of Sale (PoS) transactions. This follows a Central Bank of Nigeria’s directive to banks to charge N50 Stamp Duty on individual transactions.

The directive on the Unbundling of Merchant Settlement Amounts was contained in the CBN circular to banks, processors and switches, titled: “Review of Process for Merchants Collections on Electronic Transactions”.

The new policy stipulates Stamp Duties Payment on individual transactions that occur on PoS, rather than previous plans where charges occurred on aggregate transactions.

The circular signed by CBN Director, Payments System Management Department, Sam Okojere,  authorised banks to unbundle merchant settlement amounts and charge applicable taxes and duties on individual transactions as stipulated by regulators.

Merchant Service Charge was also reviewed downward from 0.75 per cent (capped at N1, 200) to 0.50 per cent (capped at N1, 000).

The CBN and Nigeria Interbank Settlement System (NIBSS) are working closely, including setting emittance processes that ensure the stamp duty charges for PoS is collected.

In a NIBSS report titled: “Returns on Stamp Duty Collection for Merchant Transactions”, the payment agency said the new stamp duty payment plan is in line with the provision of the Stamp Duties Act and Federal Government Financial Regulation 2009.

The policy, it added, was aimed at ensuring strict adherence to the CBN guideline communication on the subject, collection and Remittance of Statutory Charges on receipts to Nigeria postal Service under the Stamp Duties Act dated 15th January 2016.

The procedural processing guide for stamp duty Charges for PoS, web merchant and all deposit money banks (DMBs) should download daily PoS/Web settlement report from their respective processors settlement file transfer portal.

Also, the PoS and web settlement processing officer shall ensure that stamp duties are correctly processed daily by downloading daily PoS/web transactions valued at N1,000 and above, noting the count of these transactions; multiply the count of these transactions by N50 and pass the corresponding debit/charge to the respective merchant accounts.

“The debit should be passed to the merchant accounts account at the point of PoS/ Web merchant Credit/Settlement to mitigate against the inability of the Deposit Money Banks (DMBs) to successfully secure these daily stamp duties charges and remit as expected. These charges are expected to be deposited into the already opened stamp duty collections account at the various DMBs and should form part of the weekly Stamp Duty rendition by the DMBs to NIBSS,” it added.

The NIBSS data showed the total volumes of PoS transactions for 2017 stood at 146.3 million which was worth N1.4 trillion; 285.9 million transactions in 2018 worth N2.3 trillion and 187.7 million for six months- January to June 2019 worth N1.4 trillion.

MIDDLE BELT YOUTHS BERATE GOV WIKE, SAY HE HAS CROSSED ‘THE RED LINE’

Middle Belt PDP Progressive Youth Forum, a socio-political pressure group made of PDP youths in the Middle Belt region of Nigeria, has lambasted Governor Nyesom Wike of Rivers State over his recent statement, accusing the panel set up by the PDP Board of Trustees (BOT) of Corruption.

Wike The Panel which has prominent leaders of the Party from the Middle Belt region of Nigeria was set up to resolve the Minority Leadership crisis in the House of Representatives.

The group in a strongly worded statement titled, “INSULT ON AYU, MARK, MANTU: WIKE HAS CROSS THE RED LINE, signed by the Chairman, Gabriel Mudgat, Secretary, Alh. Ibrahim Nadama and Women Coordinator, Hon. Liatu Daniel condemned the statement in its entirety and said that it was an unwarranted abuse on the highly regarded leaders of their region and Political party.

The youths in the statement made available to journalists on Friday 13th September 2019 in Abuja, described Governor Wike as not a uniting factor in party politics, saying he who cannot thrive without “crisis’’.

“But let it be known to him that the Middle Belt is not part of his political fiefdom. He has certainly crossed the red line by insulting the cream of Middle Belt political leaders and statesmen,” the group stated, warning and demanding, that Governor Wike “must immediately withdraw the defamatory statement against Senators Ayu, Mark, Mantu and others with an unreserved public apology”.

As a group with a clear mandate to protect and promote the principles of democracy, justice, equity, and the political and socio-economic emancipation of the people of Middle Belt Region of Nigeria as enunciated by the founding fathers of the Region led by the Great Joseph Sarwuan Tarka of blessed memory, we express our utmost displeasure over recent reports wherein the Governor of Rivers State, His Excellency, Governor Nyesom Wike, abused our foremost leaders.

In the reports, Governor Wike allegedly described Distinguished Senator (Prof) Iyorchia Ayu, a former President of the Senate; Distinguished Senator David Mark, a former President of the Senate; and Distinguished Senator Ibrahim Mantu, a former Deputy President of the Senate as well as other respected National leaders from other regions, including the Distinguished Senator Adolphus Wabara, another former Senate President, etc. appointed into the Peoples Democratic Party (PDP) Board of Trustees (BoT) to investigate the Minority leadership crisis in the House of Representatives as allegedly most corrupt.

As if that was not enough, he not only congratulated President Muhammadu Buhari, candidate of the APC, on his victory over the PDP presidential candidate, Alhaji Atiku Abubakar, at the Presidential Election Petition Tribunal, even when the party had just indicated that it would appeal to the Supreme Court, but also thoroughly insulted brother PDP Governors.

Wike boasted and threatened to deal with the PDP, which built him from the scratch, politically. Much as we find these statements very distasteful, disrespectful, embarrassing, arrogant, and bombastic, they only go further to affirm our claims on Governor Wike.
To characterise Middle Belt leaders, including elder statesmen, whose political exposure dwarf his, shows that he needs some housekeeping in his political manners. Now, we are further convinced that Wike is a man, who cannot thrive without crisis.

Governor Wike’s alleged threat to deal with the PDP and PDP Governors further confirm that the evils of impunity of one man dictating the tune and everyone else dancing sheepishly to it, which dethroned the PDP from power, has inadvertently mutated to Rivers State Government House.

Wike’s alleged threats are part of his annoying and erroneous assumption that one state is equal or above the other 35 states and Abuja. Such impressions are sufficient notice that power should not be concentrated in one hand, for power corrupts, and absolute power corrupts absolutely.

Indeed Wike’s reckless statements, excesses, and brigandage are clear pointers to what awaits the nation and the PDP if he finds himself in higher corridors of power and influence, for no nation or party can survive his combined effects of Donald Trump, Boris Johnson, and Buhari constituted in one man. By threatening to allegedly fight the PDP to a standstill, Wike is putting everyone on notice of intention to disrupt the party again and move on.

If he has the self-proclaimed political Midas touch as he claims, how come it did not come to play in the 2019 general election? Wike was the last governorship candidate to be declared winner despite having no challenger in the real sense of it.

But his fellow PDP governors he insults today won their elections or reelection at a go, with some unseating APC incumbents or their anointed ones even without the economic leverage that Wike enjoys.

Lastly, Wike’s uncanny congratulatory message to Buhari when the PDP is still going to court is quite remarkable and speaks volumes when viewed alongside his threat to deal with the PDP in 2018 over efforts to shift the venue of the National Convention and Presidential Primary from Port Harcourt.

If his congratulation of Buhari is not anti-party, what else is, especially when he has sabotaged the intention of the party to go to the Supreme Court because his congratulatory message is persuasive authority for the Supreme Court to rule against the PDP? Wike, the cricket is roasting in the fire but claims he is emitting oil.
But let it be known to him that the Middle Belt is not part of his political fiefdom. He has certainly crossed the red line by insulting the cream of Middle Belt political leaders and statesmen.

He must immediately withdraw the defamatory statement against Senators Ayu, Mark, Mantu and others with an unreserved public apology. Those, whose palm kernels were cracked by benevolent spirits, should learn to show humility.

POLICE ARREST ANOTHER WOMEN KILLER SUSPECT IN RIVERS HOTEL, RESCUE WOMAN

Personnel of the Rivers State Police Command on Wednesday rescued a young woman, who was almost strangled in a hotel in Mile 4 axis of Port Harcourt, the Rivers State capital.

The woman, whose name could not be immediately ascertained, was said to have struggled with the man, who attempted to choke her with a pillow while she was asleep.

State Police Commissioner, Mr. Mustapha Dandaura, disclosed this while speaking with scores of women protesting the serial killing of young females in hotels in some parts of the state.

Our correspondent gathered that the woman had slept off, but woke up coincidentally around 2:00 a.m. to notice that the man had carried a pillow to choke her to death.

A source from Mile 4 said the woman began to raise the alarm when the man became violent and struggled with her as she tried to approach the door.

“The woman went into the hotel on the man’s invitation and when she slept off, the man tried to kill her with a pillow. She was lucky to have woken up as the man tried to press her down.

“The woman immediately began to shout and the people in the hotel called the police, who raced to the place and forced the door open. They (police) eventually rescued the woman and arrested the man,” the source said.

Confirming the incident, the State CP said the suspected killer was arrested by his men when they got to the hotel, adding that a thorough investigation had commenced on the matter.

Speaking with our correspondent on Wednesday, the State Police Public Relations Officer, Mr. Nnamdi Omoni, said the suspect had been moved to the State Criminal Investigation Department of the Police Command.

Omoni explained that preliminary investigation indicated that the suspected killer was an indigene of Akwa Ibom State.

He said, “The young woman escaped because she was able to raise the alarm around 2:00 a.m. She was sleeping when she suddenly woke up and saw the man who brought her to the hotel charging at her.

“He is from Akwa Ibom and a builder. He told us he is a school dropout.

“The people in the hotel called the police, who rushed to the place, rescued the young woman and arrested the man."

MINIMUM WAGE: FG, LABOUR MEETING END IN DEADLOCK


Report reaching our news desk has it that discussions between the Federal Government and the Joint National Public Service Negotiating Council over the N30,000 national minimum wage ended in a deadlock again as both parties refused to shift ground.

A source in the labour movement said after the meeting held on Monday that the representatives of government were not serious.
We can reliably report that although Buhari had signed a new minimum wage into law on April 18, 2019, the negotiations between the Federal Government and the JNPSNC had earlier broken down due to unresolved irreconcilable differences in their proposals.

The last negotiation which was supposed to hold on September 4, was suspended on Tuesday last week and rescheduled to hold on Monday September 16 at the instance of the officials.
While the Federal Government proposed 9.5 per cent salary increase for employees on grade levels 07 to 14 and five per cent for those on grade levels 15 to 17, the Nigeria Labour Congress and Trade Union Congress of Nigeria were demanding 30 per cent increase for officers on grade levels 07 to 14 and 25 per cent increase for grade levels 15 to 17.

A labour source said, “We have discovered that the government is not serious at all; a mandate was given to the government side to take the position of labour and government’s team to President Muhammadu Buhari and report back at the meeting.

“But we discovered that they didn’t do it; they are just taking us for a ride. So, we are reporting that the meeting was deadlocked and our next line of action will be to report to our parent unions.”

WHO ARE HIGH CHIEF O.B. LULU-BRIGGS’ BIOLOGICAL CHILDREN; AS WIDOW, SEINYE RUSHES TO READ WILL?

Introduction:

Seinye has gone ahead to read her own version of the Will in a manner that many observers say exposes her intentions to grab her husband’s estate at the expense of his older biological sons.

Investigation reveals that until 2002, Chief O. B. Lulu-Briggs did not know that he had other biological children beside his three male children and one female child namely: Senibo, Dumo, Sofiri and Rachael.

When Chief Dumo Lulu-Briggs realized that Mrs. Seinye Lulu-Briggs had lodged a Will and asked that it be read on the 12th of April, he in collaboration with his two other brothers, got a court order to stop the reading of the Will and an order against the executors, requesting to know who authorized them to take a date to read the Will.

Recall, that Chief Dumo Lulu-Briggs had also lodged a Will which, he said, was giving to him by their father but wants it read after the burial in due reverence to their father. According to Dumo, there was no need to distract the family from the primary purpose of giving their father a befitting burial.

Adamant on reading a Will before her husband’s burial, Seinye went to court to vacate the court order that Dumo and his brother got stopping the reading of her own version of the Will.

On the 25th of July, the court granted Seinye her request and struck out the suit filed by Dumo and his brothers on the basis that no reasonable action was brought against Seinye as a person.

Commenting on the ruling, Dumo says that the court did not take into cognizance that, there were other executors apart from Seinye. If the court struck out the suit because there was no reasonable action brought against Seinye, what about the two executors who have said with an affidavit in court that they were not aware that the Will was to be read? Instructively, the action was brought against the executors and Seinye is only one of them.

The ruling that struck out the suit to stop the reading of the Will was given as late as 3:15pm on Thursday, 25th of July that got tongues wagging that the Rivers State Government may have shown interest, considering that Dumo is a prominent politician, whose political status could be boosted exceedingly, if allowed to inherit a reasonable portion of his late father’s humongous wealth.

Armed with the judgement, Seinye’s lawyer on that same 25th July, informed Dumo via an email, that having vacated the court order stopping the reading of the Will, the Will would be read the next morning the 26th July at 8am in the Chief registrar’s office. Dumo said that he got the information at about 7pm, when he saw the email.

Consequently, Dumo’s lawyers wrote to Seinye’s lawyers, stating that the notice for the reading of the Will ought to have been issued by the probate registry indicating the particular date and time and not by Seinye’s lawyers. Therefore, they (Dumo and brothers) have not been giving a proper notice.

Chief Dumo Lulu-Briggs who lives in Lagos was unable to be in court the following day 26th July, his two brothers were also unable to be in court and none of the five executors that were listed were said to be in court other than Seinye.

 

Below is the full text of Seinye’s version of the will as circulated in the media:

“I Chief Olu Benson Lulu-Briggs, of the Briggs family of Abonnema in Akuku-Toru Local Government Area in Rivers State, now residing in Port Harcourt, Nigeria, hereby make publish and declare this to be my Last Will and Testament, hereby revoking all former wills, codicils and any other form of testamentary bequest.

“First, I wish to be buried and for my wife Seinye Lulu-Briggs, if she survives me, to take active part in my funeral services. I direct that my funeral service be simple and done in Kalabari tradition as allowed by my Christian beliefs in recognition of the dignity of my position as head, Young Briggs House. I request that there be no mourning or weeping. Any member of my family and a beneficiary under this will, who refuses to participate in my burial, shall be completely excluded from the benefit under this will, as if such person had predeceased me.

“For the reasons specified in a letter, I have executed on the date of this will, I have not made any provision in this will for my sons, Dumo, Senibo or Sofiri. If this will is contested by any of my sons, I request that such letter be introduced as evidence of the reasons why I have not made any such provision.

“I will establish a trust in Nigeria, the Ebuye Trust, and for the purpose procure the incorporation of holding trust company (ies) in Nigeria. The Ebuye Trust shall be set up broadly in accordance with the following directions;

“The trustees of the trust and directors of the trust holding company(ies) shall, at all times, comprise a maximum of 4 persons, who in the first instance will be His Excellency Donald Duke, Mr John Sassine, Dr A. Odaga and Seinye; and in the event that any of them decline to act as trustee or a vacancy otherwise occurs, shall include such other persons as the remaining persons nominated as trustees shall decide.

“The executive trustee and director of the trust holding company (ies) will be Seinye, whilst the other trustees of the trust and directors will act in a non-executive capacity.”

In another schedule, the Will reads:

“I, High Chief O.B. Lulu-Briggs, on this 2nd day of October, 2012, being of a clear mind and without neither duress nor persuasion do make the following declarations:

That my following children namely: Senibo Lulu-Briggs, Dumo Lulu-Brriggs and Sofiri Lulu-Briggs are expressly excluded from all forms of inheritance from my assets, estates, companies and all forms of property (ies), acquired) by myself or accruing from my interest and all money in all my Bank accounts, both personal, joint and companies where my interests are in existence.

That the female by name Nwamma Opusunji brought to me by my cousin, Madam Soton Tom Briggs, who hails from Opobo, is not my daughter and I have never acknowledged her as such. Therefore, I hereby declare that on no account should she be entitled to inherit directly or indirectly from my estates, assets, property (ies) belonging to me or any interest in such business/companies both on my personal acquisition and interest in various companies”.

Comment

It is mindboggling how High Chief O. B. Lulu-Briggs would in 2011, install his son Dumo Lulu-Briggs, as Chief of the Lulu-Briggs family and head of the family in his absence, only for the High Chief to state a year after that Dumo is “expressly excluded from all forms of inheritance from my assets, estates, companies and all forms of property (ies), acquired) by myself”.

How does Chief Dumo Lulu-Briggs get the heirlooms of the Lulu-Briggs’ chieftaincy if he is “expressly excluded from inheritance”? Does it mean that High Chief O. B. Lulu-Briggs, having not named another person to head the Lulu-Briggs family in the so-called Will, has put an end to his own chieftaincy lineage – a legacy he fought for all his life?

The so-called Will made Mrs. Seinye Lulu-Briggs “The executive trustee and director of the trust holding company (ies)” forever, without a successor even when she dies.

The purported Will also disinherited Chief O. B. Lulu-Briggs daughter, Nwamma, with the likely intent to put her out of the way, since she is older than Seinye’ daughter, Solate and could play the role of first daughter instead of Solate.

Most importantly, the Will that was read, presupposes that Chief O. B. Lulu-Briggs had forgotten the condition on which his three sons handed over their shares in Moni Pulo to their father which is in “fostering family relationship, for continuing love and affection”. For which Senibo, Dumo and Sofiri transferred to their father a total of 268,445,000 shares, which was 67.1% of the total shares of Moni Pulo.

Would Chief O. B. Lulu-Briggs be said to be “fostering family relationship, for continuing love and affection” by bequeathing assets handed over to him on very clear conditions to Seinye?

Chief Dumo Lulu-Briggs has since lodged objections in court that, that can’t be the Will of their father who he said was a very traditional person, saying that “we are sure that our father, knowing the basis of that settlement could not have done any such thing”.

It is however instructive to note that the 2004 consent judgement stated in very clear terms that all the conditions contained in the Consent Judgement shall be subject to strict compliance with the terms of the Settlement Deed. It was further agreed that the settlement parties or any of them and the defender shall be at liberty to set aside this Consent Judgement upon a breach of any of the terms of the Settlement Deed.  The so-called Will has obviously breached the terms of the 2004 settlement.

Who are High Chief O.B. Lulu-Briggs’ children?

Investigation reveals that until 2002, Chief O. B. Lulu-Briggs did not know that he had other biological children beside his three male children and one female child namely: Senibo, Dumo, Sofiri and Rachael.

However, in 2002, when Chief O.B. Lulu-Briggs got married to Seinye, she came with her twenty years old daughter, Solate and later adopted a son, Iyowuna in 2008. A male child, Dateim was introduced into the family in 2007 by a his mother. The chief had earlier adopted a male child of his former wife and renamed him, Onimim while a female child, Nwanma who is older than Solate, was also introduced to the family.

Senibo 69, Dumo 55 and Sofiri 48 are the older sons. Rachael was born in 1992. These are children of High Chief O.B. Lulu-Briggs on whom he either performed the Kalabari “Iya” ceremony or got married to their mothers.

Family sources revealed that the birth of Rachael was of great joy to the O.B. Lulu-Briggs family who until her birth neither had a daughter nor a granddaughter. At the time, there were only three male children and the eldest, Senibo already had five boys of his own. There was no girl in the family.

Rachel’s birth broke the jinx and Chief Lulu-Briggs was said to be so happy that he named her after his beloved mother, Rachel. – The name of his hotel which he named after his mother.

Dateim was born in 1993, but was said to be unknown to High Chief O.B. Lulu-Briggs until 2007, when he was brought to the chief at the age of 14 as chief’s biological son.

When Dateim was brought, Seinye was said to have raised serious issues that the boy could not have been her husband’s child. But Chief O.B. Lulu-Briggs reminded his wife, Seinye that she had also brought in her daughter, Solate in the same manner.

With the coming of Dateim into the Lulu-Briggs family, it was learnt that Seinye felt threatened and she had to quickly adopt a boy of her own, Iyowuna in 2008.

The introduction of Solate into the family is said to be the root cause of the current crisis that has befallen the Lulu-Briggs family after the death of their patriarch.

The story is that in 2002, when Seinye became the wife of Chief O.B. Lulu-Briggs, she came with her tall and dark daughter, Solate (the Lulu-Briggs are mostly tall and dark), claiming that Solate was chief’s biological daughter.

Some adult sons of Chief O.B. Lulu-Briggs who had known Seinye long before she married their father and who also knew the daughter, Solate, raised objections, saying that for the long period they had known Seinye, before she got married to their father, she never told them that the girl was their father’s child.

These adult sons of Chief O.B. Lulu-Briggs argued that if their father knew that he had a daughter in 1982, he won’t have named Racheal born in 1992 after his mother and expressed the joy of having the first female child in the family. Coincidentally, Solate is dark and tall like their father’s mother and should have been the proper person to be named Rachael if her birth were known to the family.

It was revealed that Seinye insisted and Chief O.B. Lulu-Briggs agreed that they both had a relationship in 1981 at the Federal Palace Hotel when Chief was the Deputy National Chairman of the National Party of Nigeria, NPN.

It was revealed further that Seinye said that she couldn’t bring Solate to Chief Lulu-Briggs at birth because the chief was married at the time.

But family members reminded her that Chief was unmarried from 1983-1990, having separated from his wife. Why couldn’t Seinye in those seven years bring her daughter?

Investigation reveals that after the death of Chief O.B. Lulu-Briggs, in the Will Seinye allegedly deposited, it was stated that Solate is not the biological child of Chief O.B. Lulu-Briggs but his adopted child. Then in a subsequent codicil, it was said that Chief O.B. Lulu-Briggs could not have adopted Solate because she was over 18 years old at the time she was brought to him, so she is neither his biological child nor adopted child but he accepted her as his child anyway.

As it stands, Mrs. Seinye Lulu-Briggs does not have any biological child for the late Head of Oruwari House, Chief O.B. Lulu-Briggs.

Seinye got tongues wagging when she referred to her husband’s sons as children born out of wedlock whereas, she was legally married to Chief O.B. Lulu-Briggs in court.

“Does she not know that in 1988 when she was still a complete stranger to the family, Chief O.B. Lulu-Briggs did the Kalabari “Iya” ceremony on Senibo and Dumo, conferring on them the highest level of legitimacy? Does Seinye not know that Chief O.B. NORTHERN GOVERNORS DUMP RUGA SETTLEMENT POLICY FOR LIVESTOCK PLAN

Governors of 19 Northern states on Thursday dumped the proposed controversial Rural Grazing Area (RUGA) policy for the National Livestock Transformation Plan (NLTP).

The governors who met in Kaduna, capital of Kaduna State under the aegis of the Northern Governors’ Forum (NGF) said the new plan will tackle regular clashes in the region between herders and farmers.

The governors also resolved to continue to adopt a sustainable and holistic approach towards tackling the security challenges in the region.

Forum Chairman and Plateau State Governor Simon Lalong said at the opening that the NGF had raised a committee under the chairmanship of Katsina State Governor Aminu Bello Masari to develop a comprehensive regional action plan to tackle insecurity in the North.

He said: “Another major issue we shall also deliberate on is the livestock management in the country and, in particular, our region, which has continued to generate discourse, controversy, misinformation and even politicisation.

“At this meeting, we shall deliberate on the National Livestock Transformation Plan (NLTP), which was commissioned by the National Economic Council chaired by Vice President Yemi Osinbajo (SAN) and seeks to support and strengthen the development of market-driven ranches in the livestock ecosystem for improved productivity through breed improvement, pasture production, efficient land and water utilisation.

“As a region that holds the comparative advantage in livestock management as an economic and socio-cultural vocation, we need to come up with a common front on how to synergise and draw from the funds available for the programme and ensure that we derive maximum benefits for our people.

“This is important because of the urgent need to cultivate the buy-in of all stakeholders and provide a conducive environment for nomadic herders and those who rear livestock, using the private/public partnership model to key into the National Livestock Transformation Plan of the Federal Government.”

Lalong told reporters that the NGF adopted the NLTP, which according to him, “lays out clear path for modernising pastoral activities”.

He said: “On agriculture, the forum was well-informed about the NLTP and its disparities with the RUGA plan. It is expected that the plan would ensure resettling and addressing the dislocated populations in the key conflict zones to enable them become part of the agricultural modernisation process.

“In the same vein, it would provide a mechanism for peaceful dialogue and reconciliation in the affected communities towards a harmonious mutually beneficial future.

“The forum, therefore, adopted the National Livestock Transformation Plan which lays out clear path for modernising pastoral activities. It further encouraged other states not included as pilot states to endeavour to join the plan.”

On the security challenges, Lalong said: “The current challenges of insecurity which seems to be persisting despite the concerted efforts by all tiers of government was also deliberated based on insightful analyses and the best possible ways to address the menace which is currently bedeviling the region.

“Consequently the forum resolved to continue to adopt a sustainable and holistic approach towards tackling this challenge in the region.

“It is the forum’s unwavering determination to rescue the region and reposition it to meet the yearnings and aspirations of our people, especially in the areas of security, economy and social development.”

Lalong said the forum has received a brief on the almajiri phenomenon in Northern Nigeria, which he said, is not only endemic but pandemic.

He said: “We noted the challenges of the system despite its conception on high religious and moral importance. Currently, many children are increasingly exposed to vulnerability and resultant exploitation, thereby making them susceptible to criminal activities.

“The forum after in-depth discussions, resolved to collaborate with experts in this field with a view to finding implementable recommendations to solve the almajiri phenomenon and take children out of the streets.”

Benue State Deputy Governor Benson Abuonu gave a condition for the implementation of NLTP.

The deputy governor, who represented Governor Samuel Ortom at the meeting, said: “One thing is fundamental, as far as the implementation is concerned, whichever state that has keyed into the programme will have it as its own programme, in other words it is going to be owned by the state even if some help regarding the funding is going to come from the Federal Government.

“Of course, it depends on whichever state is willing to key into it. But at this initial stage, there are seven states at the pilot stage but with regards to Benue, whatever is going to happen in this area of animal husbandry that thing has to be in conformity with the local laws of Benue that is in existence.

“Principally that law says there should be no open grazing and there should be ranching of animals that anybody is going to rear.

“Therefore, as long as the programme is in conformity with our laws then it would be acceptable to us.”

WHY WE DISMISSED ATIKU/PDP'S PETITION CHALLENGING BUHARI/APC'S IN ITS ENTIRETY - TRIBUNAL

The Presidential Election Petitions Tribunal sitting in Abuja, on Wednesday, dismissed the petition of Atiku Abubakar challenging President Muhammadu Buhari’s re-election, in its entirety.

The five-man panel of justices led by Justice Mohammed Garba, held that the petitioners (Atiku, PDP) failed to “evidently prove” their case beyond “reasonable doubt.”

“The petitioners have a duty to prove all the allegations which are criminal in nature beyond reasonable doubt,” the lead judge (Mohammed Garba) said in his ruling.

He listed some of the allegations the PDP and Atiku raised in their petition to include, ‘compromised printing of election materials’, ‘manipulation of ballot boxes’, ‘manipulation of card readers’, and ‘manipulation of accreditation and collation'.

Others are, manipulation of security agencies and militarisation of election, manipulation of election materials’ delivery, arbitrary arrest of petitioners’ supporters and massive thumb-printing of ballot papers.

“Under these issues, the petitioners alleged the election was marred by irregularities, misuse of scarce resources, manipulation of result sheets, over-voting, wrongful recording of results, intimidation of voters among others in 11 ‘focal states’,”Justice Garba said.

The petitioners’ 11 focal states are, Borno, Gombe, Jigawa, Kaduna, Kano, Katsina, Kebbi, Niger, Yobe and Zamfara States.

The tribunal insisted that the allegations levelled under issues 4 and 5 (above) were criminal in nature that must be proved beyond reasonable doubt.

The tribunal also said the petitioners failed to discharge the burden of proof that Buhari was not elected by a majority of lawful votes.

Reports have it that three members of the five-man panel of justices agreed with the lead judge (Mohammed Garba) in his ruling.

The Tribunal, therefore, stroke out the entire petition of Atiku and the PDP against Buhari and the APC, for lacking merit, and failure to evidently prove their case beyond reasonable doubt.

FORMER Super Eagles’ Chief Coach Samson Siasia has appealed the life ban slammed on him by world football governing body FIFA.
Siasia disclosed at a press briefing held at the Media Center of the Moshood Abiola National Stadium yesterday that his lawyers filed the appeal to FIFA on August 27, 2019, while the other appeal was sent to the Court of Arbitration for Sports on the 29th of August, 2019.

Siasia, however, denied involvement in the illegal activities that are contrary to the ethics of football.
“I wish to state that I have never been and would never be a party to any form of unethical conduct or perversion in the discharge of my duties in any capacity. I built my career in the football industry on the foundation of hard work, integrity, consistency and God.

“In all my career, I have done nothing but serve my country clubs to the best of my personal and professional ability, with all my strength and might, with discipline, pride and passion and an awareness that it is a privilege to be an ambassador of our great nation. It is my greatest hope and belief that my Country also stands by and with me at a time like this.

“The entire proceedings and decision were only brought to my notice on the 16th of August, 2019 when the news broke in the public domain and friends and family started to call. I was unaware of the proceedings until I heard about FIFA’s decision.

“While I may not be able to publicly divulge the details and specifics, I think it fit to inform you that I have appealed against FIFA’s Decision and you all will probably hear the results as you hear about the ban. I am currently taking legal advice. My lawyer Mr Austin Otah has been liaising with the NFF and their counsel.

“I thank everyone who has supported me in one way or the other. I must state that this is the most trying period of my life. I am still dealing with the pain and challenges of my mother being kidnapped again and fighting to secure her release. I urge the nation to support me with prayers, goodwill and support of all kinds. The demands are very heavy”, Siasia disclosed.

His lawyer Mr Austin Otah also reacted on the appeal. “We have assisted Mr Samson Siasia to file his appeal and we are awaiting FIFA to acknowledge the receipt of the appeal. We are awaiting feedback from FIFA and CAS.

WHY RIVERS STATE GOV’T SUSPENDED MUSLIM PILGRIM BOARD – JNI

The Vice President-General of Jamaatu Nasril Islam, (JNI), Alhaji Abubakar Orlu said that Rivers State government suspended the state Muslim Pilgrims Welfare Board because of fraudulent activities and the unsatisfactory manner the board was being run.

Alhaji Orlu in a press statement issued in Port Harcourt yesterday also said that the state government did not demolish a completed Mosque building in the state.

He alleged that some fraudulent persons had in the past hijacked hajj seats in Rivers State to other states given credence to why the state government suspended activities of Muslim Pilgrims Welfare Board. 

On the alleged demolition of a Mosque, Alhaji Orlu said that some people wanted to use the issue to stoke the embers of disunity among Christians and Muslims and tarnish the image of Rivers State Governor, Nyesom Wike.

DELTA STATE ELECTIONS TRIBUNAL SACKS JAMES MANAGER, ORDER FRESH ELECTION IN DELTA SOUTH

The Delta State election petition tribunal, panel two, sitting in Asaba, has sacked Senator James Manager of the Peoples Democratic Party, PDP as Senator representing Delta South in the National Assembly.

The three man panel presided over by Justice C O Onyaebo, said the election was marred by irregularities and ordered the Independent Electoral Commission, INEC to withdraw the certificate of return issued Senator James Manager and conduct a fresh election.

Delta South Senatorial Candidate of the All Progressives Congress, APC and immediate past Governor of Delta State, Dr Emmanuel Uduaghan had dragged Senator James Manager to the tribunal, arguing that the election was marred by fraud and irregularities.

Also, the Deputy President of the Nigerian Senate, Senator Ovie Omo-Agege defeated Evelyn Oboro of the Peoples Democratic Party, PDP.

Evelyn Oboro had dragged Senator Ovie Omo-Agege of the All Progressives Congress, APC to the tribunal citing election  irregularities.

But the tribunal in its judgment declared that Evelyn Oboro could not sufficiently prove her case.

Report reaching our news desk host that the former president of Zimbabwe, Robert Mugabe is dead. He died at the age of 95.

Mugabe reportedly died in a hospital in Singapore on Friday morning.

Recall that Robert Mugabe served as prime minister of Zimbabwe from 1980 to 1987 and then as president from 1987 to 2017.

Fadzayi Mahere, Zimbabwe’s Education, Sport, Art and Culture Secretary, tweeted: “Rest In Peace, Robert Mugabe.

“My response to your passing is complicated. I’m going to write a long piece. However, for now, deepest condolences to his family”, his tweet read.

Emmerson Mnangagwa, the Zimbabwean president, also confirmed the incident on Twitter.

UPDATED: SOUTH AFRICA SHUTS DOWN HIGH COMMISSION IN NIGERIA​

The South African high commission in Nigeria has shut down operations temporarily. This is definitely not unconnected with the Xenophobic reprisals by some Nigerian youths.

The shut down, According to eNCA (a South African media house),  was necessitated by the need for safety of workers in the commission.

Lunga Ngqengelele, spokesperson to the Department of International Relations and Cooperation said: "We have been in communication with the Nigerian government and we have been assured of the protection of the businesses belonging to SA".

The South African Acting High Commissioner to Nigeria, Bobby Moroe, on Thursday confirmed the closure of the country’s missions in Nigeria.

Ms Moroe told News Agency of Nigeria in Abuja on Thursday that the closure was sequel to the directive from his country’s government.

The envoy said she had subsequently directed the Abuja and Lagos offices of the mission to suspend all consular activities until the situation improved.

The acting head of mission said that the closure was necessitated by fear of attack by some Nigerian youths.

The South African Government had in a statement by Naledi Pandor, the Minister of the Department of International Relation and Cooperation, on Thursday announced the closure of its Nigerian mission.

Ms Pandor expressed disappointment over the decision to support the closure of the South African High Commission in Abuja and the Consulate in Lagos.

She said both offices were closed following concerns reported to the minister by officials working in those places.

Ms Pandor said the closure “followed the receipt of threats against mission staff as well as the property of South Africa’’.

“After extensive consultations with relevant stakeholders as well as a security assessment of threats, the mission and the department took the decision to close the offices.

“At this point, there has been no direct physical threat to any of our diplomats and citizens.

“However, we view their safety as a priority and have thus taken the precautionary measure of closing while the situation remains somewhat unpredictable.’’

The official expressed displeasure at misleading reports circulating on social media about a direct physical attack on the acting head of mission.

She described the reports as totally false.

“Our acting head of mission is in constant communication with the department and with the authorities in Nigeria, who are providing extra security at South African offices.

“The department has received reports of marches by demonstrators to South African companies as well as attempts to attack them.

“We are communicating with businesses that have branches in Nigeria and have requested their senior managers to remain in close contact with the department and the ministry,” she said.

She said tradition in foreign policy provides that diplomatic missions enjoy protection from host countries but added that the department remained perturbed at threats directed at the mission.

“We are grateful to note that the security forces and the government of Nigeria are upholding this long-established practice of foreign policy.

She, further, confirmed directive to the mission that links be encouraged between the youth of South Africa and Nigeria and that the Nigerian students’ association visit South Africa.

She said that several meetings with students’ organisation were held at the mission and that a committee had been established to sustain their dialogue and work towards the proposed visit.

Ms Pandor said the department and the ministry would remain in constant contact, continue to assess the situation on ground and provide feedback as new information was made available.

She, however, said that the ministry planned to meet the African Heads of Mission to South Africa next week.

BREAKING NEWS: HIV POSITIVE RAPIST FREED AFTER PAYING N370,000.


This is 75-year old CHIEF SHEDRACK EJINWA who raped a 14-year old girl in WARD 3, KENDOX MEDICAL SERVICES, PORT-HARCOURT.

He was arrested by Harrison Gwamnishu, Mandela Washington Fellow and Human Rights Activist in collaboration with officers from the Elelewon Divisional Police Station in Rivers State.

After the said victim was raped, a file was opened for her in the hospital and was placed on medication. It was reported that the wife of the Medical Director, Kendox Medical Services warned the victim to keep whatever transpired in the hospital to herself and never to disclose it to anyone.

Harrison, who received the information from a Facebook follower, quickly left Asaba for Portharcourt, carried out thorough investigation and later reported the case to the  Divisional Police Station, Elelewon.

Suspect was arrested, medical director's wife was also arrested for compounding felony and case transferred to SCID.

Harrison handed the case over to a lawyer who happens to be part of his NGO's Rivers State representative and returned back to Delta State to handle other pending issues.

The lawyer teamed up with suspect's family and sweet talked the victim's father to accepting money and forgetting about the case.

Attached herein is the settlement agreement prepared and duly signed by the lawyer who ought to defend the victim, the suspect's signature and other witnesses. They collected N370,000 and other undisclosed amount and set the perpetrator free.What a world we live in...

The14-year old victim who cried on the phone said she was "forced to agree for  settlement".
