RIVERS RERUN: GOV WIKE REJECTS APPOINTMENT OF SOLE ADMINISTRATOR, INSISTS ON ELECTED GOVERNOR FOR THE STATE

Governor of Rivers State, Nyesom Wike, has made it clear that the people of the state, will never have a sole administrator.

Wike also insisted that the people voted for their preferred candidate during the March 9 elections and must have a Governor.

The Governor stated this on Friday, as 86 political parties conceded defeat to him in the state governorship election, during a solidarity visit to the Government House in Port Harcourt.

“No matter how (it might be) delayed, Rivers State will have an elected governor.

“It is not the portion of Rivers State to have a sole administrator. Our people voted on March 9 and Rivers votes will count,” Wike said.

Governor Wike said that when the Peoples Democratic Party (PDP) is declared the winner of the state governorship elections, he would operate a government of unity.

“If we are declared the winner of the election, we will operate a government of unity.

“We will rally everybody together in the interest of the state,” he added.

OSUN STATE ELECTION TRIBUNAL CHAIRMAN DISAGREES WITH JUDGEMENT DECLARING ADELEKE WINNER OF OSUN ELECTION

The chairman of the Osun State Elections Petitions Tribunal in Abuja has delivered a dissenting judgement in the Osun State governorship election petition.

Justice Muhammed Ibrahim Sirajo on Friday dismissed the petition by the Peoples Democratic Party (PDP) and its governorship candidate, Ademola Adeleke, which alleged that there was election non-compliance with the Electoral Act in the election.

Justice Sirajo ruled that the petitioners failed to prove the claims at the tribunal.

He further ruled that where it is established that there is non compliance, the tribunal does not have “the powers to subtract the votes of the non compliance and declare a candidate winner.”

He added that under Section 140(3) of the Electoral Act, where substantial non compliance is proved, the tribunal can only order a supplementary or fresh election.

The chairman however adviced INEC to only comply with the majority decisions concurrently delivered by Justices Peter Chudi Obiorah and Adegboye Ayinla Gbolagunte.

The main judgment of the panel had invalidated the rerun election of September 27, 2018 which returned Governor Gboyega Oyetola as winner and withdrew the certificate of return issued to him by INEC.

OSUN TRIBUNAL HAS DECLARED PDP's ADELEKE WINNER OF THE OSUN ELECTION

The Osun State Governorship Election Pet‎ition Tribunal sitting in Abuja has declared as winner Peoples Democratic Party and its candidate in the last year’s governorship election in the state, Ademola Adeleke.

It held that the All Progressives Congress and its candidate, Gboyega Oyetola was not validly returned.


ACTING CJN SWEARS-IN 13 NEW MEMBERS OF ELECTION PETITION TRIBUNAL

The Acting Chief Justice of Nigeria (CJN) Justice Ibrahim Mohammed has sworn-in the remaining 13 members of the 2019 Election Petition Tribunals.

The members are Justices A.O. Onovo, R.O. Odugu, S.B. Belgore, T.A.O. Oyekan-Abullai, A.J. Coker, and E.I. Oritsejafor.
Others are Justices M.C. Okoh, O.S. Olusanya, C.A. Ononeze-Madu, P.U. Nnodum and J.C.L. Okibe.

The acting CJN encouraged the new members of the tribunal to be of good character and ensure everything they did was above board.

He said all eyes were on them with a view to seeing them dispense justice without a hint of partiality or favoritism. 

FG, COLUMBIA UNIVERSITY TO COMMENCE GOLD PRODUCTION IN KEBBI

The Kebbi State Government is partnering with the Federal Government under the Solid Minerals Development Fund (SMDF) on formalization of Artisinal Miners in the State for Gold production with the support of Columbia University, New York, USA.

The Governor, Sen. Abubakar Atiku Bagudu in a meeting with SMDF led by Hajia Fatima Shinkafi and Columbia University on March 21 in Abuja stated that his administration is supporting a pilot programme to organise & support miners to give them better technology and an available market. The pilot programmes approved by President Buhari will commence in Kebbi & Osun States.

The Columbia University School of International and Public Affairs Team will aid the SMDF in fulfilling its objectives by developing a report that analyzes the challenges preventing formalization of Artisanal & Small Scale Mining (ASM) in Nigeria and suggests ways for the SMDF to incentivize formalization through a strategic use of its capital resources.

A world bank report puts the outflow of illegally mined gold leaving Nigeria at $500m a year. This represents a huge revenue loss for both State and Federal governments in addition to environmental degradation to farming communities and pollution of waterways for people and livestock.

Special focus will be placed on how the SMDF can work with other institutions in accordance with section 34 of the 2007 Nigerian Minerals and Mining Act to register formalize operators and how the SMDF can leverage its financial capital to provide funding and/or services to support the ASM value chain.

Governor Bagudu reiterated his administrations continued focus on creating jobs and support for the diversification of the economy which is a priority of the Buhari administration. It can be recalled that the Governor is an alumnus of Columbia University where he obtained his M.A in International Affairs.

NORTH WILL FIELD BETTER CANDIDATE FOR 2023 PRESIDENCY – YERIMA SHETTIMA

The president of Arewa Youth Consultative Forum (AYCF), Yerima Shettima, has described the administration of President Muhammadu Buhari as a disappointment and revealed that the north plans to present a more competent candidate who will contest for president in 2023.

What is your assessment of the recently concluded elections in Nigeria?

We had an election and the expectations were high but it is very unfortunate that it is not what we expected and I am sure that Nigerians were disappointed. We thought that the All Progressives Congress (APC) will conduct a more credible election than what we had in the past, but what we saw was an election where security agencies were used against innocent Nigerians. The election was a battle between the voters and the military that were deployed to aid the ruling party. If you ask me if there was an election, I would say there was an attempt to conduct an election but we cannot certainly call what we just had an election.

But some international and local observers who monitored the elections said it was free and fair…
I am glad that you said some observers and not all. The international observers have their own modus operandi and you do not expect them to start crying for you. If there is an issue and they see it, they would not be in a hurry to make any judgment. Again, when they notice that Nigerians are very docile and no one is raising any fundamental issues, they will remain mute. On the part of the local observers, it is very easy for anyone to compromise them, which has more or less become a tradition in the country.

What was the national mood of the country after the presidential election? Was there any celebration? No. Were majority of people happy about the outcome?

Certainly the answer is no. So it means that something fundamentally went wrong.

The vote margin between the APC and Peoples Democratic Party (PDP) in the North during the presidential election seem to be incomparable with what happened during the governorship polls, which led people to allege that figures were cooked. Do you believe that allegation?

Of course I believe that figures were written and that is why you can see that the voting pattern changed during the governorship elections, which took place two weeks after the presidential election.

As we speak, there is confusion in the North especially in states where there was no reason to call for inconclusive elections. In Kano, Adamawa, Benue and Sokoto for instance, there were inconclusive elections which clearly showed that the outcome of the presidential elections was not what people expected. It is very obvious that the electoral commission worked to ensure that the ruling party returned to power.

The 2019 elections is the worst election that has been conducted for as long as I can remember. A clear indication of this anomaly is that the states where the PDP won elections in the North were declared inconclusive and where APC won with a small margin and was supposed to be declared inconclusive was not so.

Did you ever foresee any crisis in the North if President Muhammadu Buhari did not win?

Is there peace in the North now? Did you not hear about the uprising going on in Bauchi, Kano where people are protesting because some interests decided to quash the will of the people? It is a clear indication that the result of the election is not the will of the people, but man in his own way, decided that there will not be justice.

People will say that your statement that the election was rigged in favour of Buhari in the North is your personal opinion. Do you have any evidence to back up this claim?

The PDP presidential candidate, Atiku Abubakar went to court because he also believes that the elections were rigged and he believes that he will get justice. I believe his decision to go to court was the right decision, but it is one thing for him to go to court and it is another thing for justice to be served. What is constant is that he makes a decision with which he will be judged. This is why it is very important that whatever decision that you are going to take, especially when it has to do with national interest, you must ensure that you take the action that will make you be remembered on the positive side of history.

Also, for us we who are Northerners, we had a case where in 2015 we had to chose between a Southern Christian and a Northern Muslim who is Fulani, yet the difference in their votes was about two million. Former President Goodluck Jonathan’s stronghold was the South-South and South East at that time because the North was totally against him. In the South-West, Jonathan got the required 25 per cent in each state. This time, we had to choose between two Northern Fulani Muslims, yet they are telling us that the difference in their votes is four million. How possible is that? Buhari’s stronghold has always been the North-West while the North-East has been a war zone for a long time. But look at the votes that came out of the North-East in this year’s presidential election even when it was obvious there is war going on there. We expected that the Independent National Electoral Commission (INEC) will strictly adhere to its own guidelines by ensuring the use of card readers nationwide. Why did the commission ignore the use of card readers in some states and insisted on the use of card readers in other states? These are all clear indications that there were irregularities and that is why I believe that Atiku did the right thing by going to court. I believe that issues will come up as the trial commences for the world to see and at the end of the day, you would not be able to defend the indefensible.

Your statements seem to indicate that Buhari doesn’t have the total support of the North. Is this not the time that the North should put their differences aside and support this administration?

There can be no peace in the absence of justice and we cannot pretend about it. If the government has integrity, they should demonstrate it. You cannot foist your interest on people and expect to enjoy total support. Buhari’s administration has not really benefited the North because we are yet to see meaningful development. What most Northerners know is that they have a brother who is the president but that has not translated to anything meaningful to those down there. Most of those who are supposed to spearhead the execution of landmark projects in this administration are from the South-West. As far as we are concerned, President Buhari’s administration is a government of the South-West because almost all the goodies were given to them.

What goodies are you referring to?

The South-West has the super minister who is in charge of the three most important ministries –housing, works and power and that is why the minister has focused on constructing roads mainly in the South West. Name one major road that Babatunde Fashola has constructed in the North but you can name many that are in the South-West. Tell me one important ministry that is occupied by a northerner.

But almost all the security chiefs are from the North; the Managing Director of NNPC is from the North and the Minister of Petroleum, who is President Buhari, is also from the North. So why is the North still feeling it is being cheated?

The security chiefs were appointed because of the crisis in the North. As far as we in the North are concerned, this government favours only the South-West and that is why some of us are beginning to have a rethink that probably, after this tenure we would demand for a Northern presidency in 2023.

Are you insinuating that the North will take another shot at the presidency after eight years of President Buhari?

You can be rest assured that it will definitely happen. I am a leader and an opinion shaper in the North and when I tell you that we are considering supporting a Northern presidency in 2023, you better believe it because it is not just my personal opinion. The North has not benefitted anything from Buhari’s presidency because many northern states are still impoverished and under developed. The rate of poverty in the North has become worse than it was in 2015. We cannot beat our chest and say that this government has favoured the North. The first four years of Buhari was a waste and we cannot expect any magic to happen in his second tenure; it is not possible. Already some South-Westerners are raising their heads to claim that it is their turn in 2023 but for us in the north, we would plead with the South to bear with us for another 12 years because we need to feel the impact of governance.
But it would be injustice and lack of fairness to other regions if the North plans to take a shot at the presidency again in 2023 after completing eight years term.

Was justice meted to the North with the level of unemployment and physical infrastructure you cannot find there; with the bad roads and almajiris everywhere and with no serious policy by the government to tackle that? Here you are living comfortably in Lagos, enjoying federal allocations and everything and you expect us to fold our hands and look at you?

But many believe that the North are benefitting from the present government, considering that majority of the appointments were given to northerners?

What kind of appointment are we talking about? Tell me one super appointment that is given to the North now.

President Buhari is the Minister of Petroleum…
That is mere pronouncement because Ibe Kachukwu is in-charge of that ministry. He is the one almost doing everything.

Two members of Buhari’s cabinet Vice President Yemi Osinbajo and Fashola told the Yoruba to support the president’s re-election so that power can go to the South-West and the APC didn’t dispute it. Why then do you say the North is contemplating another shot in 2023?

Was there any agreement? Is the party a constitution or is party arrangement more superior to the constitution of the country? There is no going back. In 2023, we will ensure that we present a credible Northern son to contest and we will also expect the Southern people to have the understanding on why they should support us.

Is it the number of votes that the North has that is giving it the confidence that it can win the presidential elections in 2023?

The recent election has actually shown it and it has clearly proved it that in terms of numbers and voting population, the North has the highest. In fairness to Nigeria, we are not saying that because of our number, we are going to use it to intimidate them. What we are saying is that they should understand that this administration didn’t perform well in the last four years and we are saying they should please allow us to ensure that we put certain things right in our region, so that at the end of the day, everybody will live comfortably and we would move the country forward.

OSUN ELECTION: TRIBUNAL DISMISSES APC, OYETOLA , INEC'S OBJECTIONS AGAINST ADELEKE

The Election Tribunal set up on Osun 2018 governorship poll is currently delivering its judgement.
Delivering one of its earlier reserved rulings, the #OsunTribunal struck out the separate objections filed by APCz Oyetola and INEC against the petition by Adeleke/PDP #AdelekePDPvsOyetolaAPC.

The Peoples Democratic Party (PDP) and its candidate, Sen. Ademola Adeleke, had challenged the victory of the All Progressives Congress (APC) and its candidate, Gov. Gboyega Oyetola, at the Osun 2018 Governorship Election at the election tribunal.

The Osun Election Tribunal, which was moved to Abuja in November 2018, after it was initially inaugurated in Osogbo, has now fixed Friday, March 22, for its judgment on the suit filed by the PDP and its candidate.

RIVERS SENATOR INDICTS GOV WIKE OVER MILITARISED ELECTION

The All Progressives Congress member representing Rivers East Senatorial District, Andrew Uchendu, has accused the state Governor, Nyesom Wike, of militarising the recent elections in the state.

He said the Nigerian Army was innocent contrary to Wike’s claims.

Uchendu stated this in Abuja on Thursday during an interview with journalists on the crisis over the yet to be concluded  governorship and state house of assembly elections in the state.

He alleged that Wike’s armed thugs in military uniforms carried out most of the killings and violent acts that took place in the state during the elections.

He said, “Governor Wike on March 9, when the governorship election held, stormed Obio-Akpor Local Government Collation Centre with over 200 armed thugs.

“They shot an Army captain, by name Salami, to death and injured many others, all in the process of falsifying already collated results from the ward levels.”

He alleged further that Wike worked with the Resident Electoral Commissioner in the state, Obo Effanga, to manipulate the election results in favour of the Peoples Democratic Party.

“All the narratives out there including the one said by Senator Dino Melaye ( PDP Kogi West), on the floor of the Senate on alleged militarisation of the last general elections in Rivers State, were nothing but falsehood sponsored by Governor Wike,” he added.

KANO ELECTIONS 2019: CP WAKILI POLITICALLY PARTIAL – GOV GANDUJE

Kano state governor, Dr. Abdullahi Umar Ganduje has accused the Commissioner of Police Muhammed Wakili for being politically partial.

Governor Ganduje slammed the Commissioner in an interview with BBC Hausa Service.

“I didn’t know him before now but the way he does his job is questionable. He has taken and favoured a particular political side, which is uncalled for and translates to mishandling his job”

On March 11, the Nigeria Police in Kano arrested the Deputy Governor, Nasiru Gawuna, and the State Commissioner for Local Government, Alhaji Sule Garo, over alleged threat to public peace.

The deputy governor enjoys immunity from arrest, according to the Nigerian constitution.

The Police later clarified that the deputy governor was saved from being manhandled by supporters of the main opposition Peoples Democratic Party candidate, at the collation centre.

Required Qualifications and Experience

Education:

FG TO NEGOTIATE WITH SENIOR CIVIL SERVANTS ON NEW MINIMUM WAGE - SEN. UDOMA


The Minister of Budget and National Planning, Sen. Udoma Udoma, said the Federal Government would go into negotiations with senior civil servants soon after the bill on the new National Minimum Wage is assented to by President Muhammadu Buhari.

Udoma said this when he appeared before the Senate Committee on Finance on Tuesday in Abuja to give explanations on the Medium Term Expenditure Framework (MTEF) and Fiscal Paper.

He said the Executive would meet with relevant stakeholders on the matter as soon as it is signed into law.

“Once we announce the minimum wage, we now enter into negotiations with those who are above the minimum wage.

“So, we have to be prepared for that. We will be meeting with the finance committee on how best this minimum wage will be addressed both from the federal and the state governments.

“This is to ensure that the whole government apparatus is not just to pay salaries. It is important we are able to pay the minimum wage and still have enough resources to do infrastructure, health, agriculture and others,” he said.

The minister stressed that once the minimum wage becomes law, serious emphasis would be laid on productivity.

“As a result of agitation from the unions, the President set up a tripartite committee to look at the minimum wage. It is expected that every five years a review is done.

“We know that the N18,000 is too low and it will be difficult to manage with 18,000 and the president supported the review. It is, however, important that as we are reviewing it, we make sure that we can fund it.
“That is why we set up a committee.

So, we will be coming to you as there may be some changes to make sure we can fund the minimum wage,” he explained.

Meanwhile, the Senate and House of Representatives have approved N30,000 as the new national minimum wage.

RIVERS GUBER 2019 ELECTION: GOV WIKE CRIES OUT, ALLEGES PERSONS STRUGGLING TO DESTROY ELECTION RESULT

Rivers State Governor, Nyesom Ezenwo Wike has claimed that the enemies of the state were struggling to stop the collation and declaration of the governorship election in the State.

According to Wike, the police was now inviting Electoral and Collation Officers to intimidate them over collated results in the governorship election.

Wike spoke during a solidarity visit to his office at the Government House, Port Harcourt on Wednesday, by the National Chairman of the Peoples Democratic Party, PDP, Prince Uche Secondus and other members of the party’s National Working Committee.

Wike said, “The Police is trying to intimidate Collation and Electoral Officers by inviting them for one offence or the other so as to impinge on the Collation Process.

“Imagine where the police is inviting the entire Returning Officers and Entire Electoral Officers because allegations have been made against the INEC officials. This is just to let the entire world see what we are talking about “.

The Governor said that the enemies of the state have continued to roll out strategies to destroy the governorship election collation process.

“They go by this strategy, if it fails, they go by the other strategy. They brought the Army, it failed. They have gone to the court and now they want to use the police.”

Governor Wike said that the good people of Rivers State will overcome all the challenges thrown at the state by the system.

“Like I said, this victory will be the best. It will be the sweetest amongst all the states. That is what I see coming. There is no election that will be held in this state and another party will win.

“Not to talk about a party that is not on ground. They have failed and that is the truth of the matter”, he said.

Governor Wike said the political situation in Rivers State has exposed the negative aspects of the system.

“In the end, PDP will emerge victorious in this State. It is a victory that can be delayed, but not denied.

“This morning, the other political party went to court to stop Collation. As God will have it, the court did not grant them their request.

“You see how funny it is. The candidate of AAC said he won the election. The same candidate has gone to court to stop Collation and seek for the cancellation of an election, he claimed that he won”, he said.

GOV GANDUJE LOSES KANO TO KWANKWASO’S SON-IN-LAW AFTER FINAL RESULTS OF 44 LGAs

The opposition Peoples Democratic Party (PDP) governorship candidate, Abba Kabir-Yusuf, has got the highest number of votes from results of the 44 Local Government areas in Kano State.

The Resident Electoral Commissioner (REC) of the state, Riskuwa Shehu, had ordered for fresh collation of results from the wards in Nasarawa local government after the local government collation centre was attacked and the main result sheet was torn.

However, Kabir-Yusuf, a son-in-law to ex-governor Rabiu Kwankwaso, won the pending local government which had delayed the final announcement of governorship election result in the state.

After collation of results from 10 wards of the local government last night, PDP scored 54,349, votes while the governing All Progressives Congress (APC), scored 34,297 votes.

Based on the results collated at the state collation centre, the PDP, which had earlier polled 960,004 votes from 43 local governments now has a total of 1,014,353 votes.

The APC which had polled 953,522 votes from 43 local government areas now has 987,819 votes.

INEC CAN’T WITHHOLD OKOROCHA'S CERTIFICATE OF RETURN - EBUN-OLU ADEGBORUWA

Activist-lawyer Ebun-Olu Adgboruwa has said the Independent National Electoral Commission (INEC) has no power to withhold the certificate of return of an election winner.

He said there was no basis in law for INEC to review an already declared result of an election “no matter the circumstances”.

He faulted the commission for withholding the certificate of return of Imo State Governor Rochas Okorocha.

INEC said Okorocha was declared winner of a senatorial seat “under duress”.

Adegboruwa said the ommission of Okorocha's name from the list of those presented with certificates of return “is illegal and ultra vires the electoral body”.

He argued that based Section 68 (1) (c) of the Electoral Act 2010 (as amended), only a tribunal could overule an election.

The Section reads: “The decision of the Returning Officer on any question arising from or relating to declaration of scores of candidates and the return of a candidate, shall be final, subject to review by a Tribunal or Court in an election petition proceedings under this Act.”

Adegboruwa said: “In the case of Governor Okorocha, there was a declaration of his scores in the election and he was announced and returned as elected, by INEC.

“However, the Returning Officer claimed that he did the declaration and return under duress to save his life. This is an allegation, coming from INEC.

They are facts that will aid the Election Petitions Tribunal to take a decision on whether or not to nullify the election, in view of the alleged violence or duress.

“But INEC cannot in law raise an allegation of duress or violence and then proceed to investigate it and then take a decision on it. You cannot be a judge in your own cause!

“Whereas I do not support that any electoral officer should be threatened or compelled to make a declaration, but once when a declaration has been made, it becomes final.

“It cannot be reviewed, retracted, reversed or investigated by INEC. Section 68 gives that power of review to a Tribunal or Court in election petition proceedings. This is clear beyond any controversy, from the letters of section 68 above.

“INEC has no power under the law, to withhold or refuse to issue a certificate of return, to a person whose scores or votes have already been declared, even if done under duress or through violence.

“Section 75 of the Electoral Act provides as follows:

‘A sealed Certificate of Return at an election in a prescribed form shall be issued within seven days to every candidate who has won an election under this Act: Provided that where the Court of Appeal or the Supreme Court, being the final appellate court in any election petition as the case may be, nullifies the Certificate of Return of any candidate, the Commission shall, within forty-eight hours after the receipt of the order of such Court, issue the successful candidate with a valid Certificate of Return.’

“From the foregoing, INEC must issue a certificate of return to every candidate who has been declared to have won an election, it has no discretion in the matter.

“Whether he won under duress or with violence, is immaterial. Okorocha has been duly declared and INEC has no choice than to issue him a certificate of return. The facts of how he got himself declared are for the Election Petitions Tribunal.”

Adegboruwa said based on Section 75 (1), where a certificate of return has become a subject of litigation and is nullified by the court, then INEC will issue a new certificate of return to the other candidate who has succeeded in the court case, as the old certificate of return stands nullified by the court.

“Thus, it is not the candidate who has been declared in any election that will go to court to compel INEC to issue him with a certificate of return, but rather for the aggrieved candidate to approach the Elections Petition Tribunal to have the certificate of return nullified.

“Section 75 (2) of the Electoral Act: ‘ Where the Commission refuses or neglects to issue a certificate of return, a certified true copy of the order of a court of competent jurisdiction shall, ipso facto, be sufficient for the purpose of swearing-in a candidate declared as the winner by the court.’

“Section 75 (2) is simply meant to enforce the proviso to section 75 (1). It is about what happens post-litigation. It does not confer INEC with power to withhold certificate of return for a candidate that was originally declared winner of an election.

“Reading sections 75 (1) and (2) together, here is what the law says:1. Once a candidate’s score or election results have been declared, INEC must issue him with a certificate of return.

“Where that certificate of return has been challenged and is nullified by the court, INEC must issue a new certificate of return to the person newly declared by the court as winner of the election.

“If the candidate newly declared by the court is unable to get INEC to issue him with a new certificate of return within 48 hours of the judgment of the court, then he can rely upon a certified true copy of the court judgment for his swearing-in, in place of the certificate of return.

“It is clear that INEC has no power in law, to review the outcome of election results or declarations and it has no power to withhold certificate of return.

“We must be careful not to create monsters and terrors from our institutions, where the law has not conferred such powers on them.”

Mission
At his/her assigned base level, the administrative assistant supports the administrator in the processing of accounting operations as well as all tasks relating to Human Resources.

Main Tasks
Administrative management of personnel:

Welcome and participate in administrative briefing of new personnel

Assist the administrator for the administrative management of recruitment and hiring

Participate in the organization of training

Ensure archiving and monitoring of individual dossiers and deliver all documents relative to the professional life of Solidarités International employees

Ensure the confidentiality of all HR datas

Participate in the monitoring of work contracts on the base

Collect payment details and integrate them into the Human resources management  software (Homère)

Issue pay slips and supervise payment of salaries after approval by the administrator
Calculate taxes and duties and create pay records for the relevant organizations

Keep an organization chart up to date for the base

Monitor changes in the cost of living

TEAM MANAGEMENT:
Train and support team members under his or her supervision

Ensure the minimal replacement of members of the admin services in case of absence (days of, sickness etc.)

TREASURY / ACCOUNTING / MANAGEMENT:
Supervise the physical maintenance and safety of cash boxes
Prepare monthly closing, revision and integrity of accounts for the base

Issue vouchers, supervise archiving of records

Participate in audits or any checks issued by partners or head office, at the base level

Participate in the consolidation of budget follow ups and cash forecasts at the base level

Monitor due dates for payments of contracts managed by the administrative coordinator

List liquidity needs in concert with the admin coordinator

Carry out pay-outs and advances, within established guidelines

Keep the registry of cash pay-outs and the cashier’s register

Record budgetary transfers and keep accounting codes

Translate accounting documents if necessary

MISSION:
Under the supervision of the administrative coordinator, the administrator carries out administrative, accounting and financial management of his/her base, in compliance with donor and SOLIDARITES International procedures.

He/she supervises accounting operations and cash management, and carries out budget follow up in conjunction with the program managers.

He/she is also one of those charged with ensuring that Solidarités International’s Human Resources policy is properly implemented at the base.

He supports monitors and trains the members of his administrative team.

MAIN TASKS
Administrative management of personnel:
Apply the formalities provided for sanctions and for termination or breach of contract

Supervise the collection of elements needed to establish wages and monitor their proper implementation

Calculate taxes, complete returns and make statements and payments to the necessary organizations

Assist in defining and applying Solidarités International’s salary and social policies

Evaluate risks linked to changes in compensation and social policies

Oversee the setting up of legal representation and consultation bodies for personnel at his/her base, and assist in conflict management and resolution

Update and analyze budget follow up in conjunction with logistic and program teams

Make connections between budgetary consumption and activity progress

Propose solutions if necessary

Monitor functioning costs at his/her assignment base

Verify and validate all contracts drafted at the base

Assist in selecting Solidarités International premises

Ensure administrative monitoring of insurance locations, claims and contracts

REPORTING/COMMUNICATION:
Supervise the sending of administrative files to the  coordination

Ensure administrative and financial reports are made to the coordination according to the Solidarités administrative calendar.

Establish and maintain relationships with local and regional administrative authorities, monitor regulations in force

Take part in meetings relating to administrative aspects, represent Solidarités International on request and/or by order
