NIGERIAN MILITARY REACTS TO PORT HARCOURT -- BONNY CHOPPER ATTACK

The Nigerian military says the report by some print and online media saying that “the military fired at a cargo boat conveying people and foodstuff from Port Harcourt to Bonny is false and calls to question the credibility of the news medium.

In a statement by the Director, Defence Information, Major General Benjamin Sawyer said, contrary to the report, the Air Component of the Joint Task Force Operation Delta Safe, (OPD) received reports from ground troops who were on clearance operations but encountered resistance. On receiving the report, a combat helicopter was despatched to provide a close air support mission along the Cawthorne Channel.

The helicopter encountered an illegal bunkerers’ boat popularly called “Cotonou Boat”. The boat which was being escorted by 2 speedboats was suspected to be carrying illegally refined oil products in large drums along the Channel in the direction of OPDS patrol boats.

On sighting the boat, warning shots were fired to dissuade the crew from hostile action. The crew fired back at the helicopter and the boat was engaged accordingly. The 2 speedboats detached from the convoy at high speed leaving the “Cotonou Boat” which was neutralised. The helicopter later went after the 2 speedboats but was unable to get them.
The suspects are still at large and a manhunt has been sent out to apprehend them.

The statement added that the military remains a professional institution that operates in line with best practices, through the application of the rule of engagement and code of conduct. It is also positioned to protect the populace, rather than victimize their efforts by anyone to protect criminality, by disparaging the actions of the military in preventing economic sabotage and other sundry crimes that need to be condemned by all.

The general public is therefore enjoined to disregard the report and continue to provide accurate information to troops, that will lead to the attainment of their operational mandate of safeguarding lives, property as well as government assets in the South-South region.

TENSION BREWS AS NORTHERNERS PLAN TO TURBAN SULTAN OF SHUWA ARAB OF EDO

     Gov Obaseki

Tension rose in Benin City, Edo State capital, on Thursday over plans by some northerners to turban a Sultan of  Shuwa Arabs of Edo.

The Shuwa Arabs ethnic group from Borno, in the plan, pencilled Idris Addano as the Sultan of Shuwa Arab of the entire Edo State, who will be receiving homage from citizens from his ethnic group dwelling in Edo State.

The widely circulated invitation for the coronation ceremony slated the coronation to hold on Saturday, 21 August 2021, at Rialto Hotel, Eyaen, a suburb of Benin City, owned by a Duke in Benin Kingdom, Osazuwa Iduriase, the Enogie of Enyean.

The invitation provoked many prominent Benin youths to react on Facebook, condemning the planned coronation of a Sultan within the Kingdom.

Nigerian Tribune gathered that unknown to many in the state, the Shehu of Borno, had on August 4 this year, turbaned Addano and gave him the same title.

The planned event is for Addano  to establish the authority given to him in Borno as the leader of the Shuwa Arabs community in Edo State

Reacting to the development, the President of Benin Solidarity Movement (BSM), Elder Curtis Eghosa Ugbo, said Benin indigenes would do whatever it would take to resist what he described as “evil act” by persons who are bent on fomenting trouble.

“This will never happen in Benin Kingdom, we are Benin,” Ugbo added.

The Coordinator-General of Great Benin Descendants (GBD), Imasuen Izoduwa,  on his part said the organisation would meet and lock up the hotel-venue of the coronation, for allowing “such nonsense” in the land”.

“We will meet later today so we can lock up that hotel by tomorrow or next for allowing such nonsense in our land. Enough is enough, I will no longer take any of this in our Kingdom,” he said.

Comrade Amos Ehinomen Uagbor said: “Is this obtainable elsewhere? We should now have oba and Sultan in Edo State? In fact, the venue should be sealed”.

Efforts to reach mobile phones numbers on the card for a reaction failed,as calls made to them failed to connect.

Also, Iduriase, the owner of the proposed hotel for the coronation has also distanced himself from the event.

PIB: PETROL PRICE REMAINS N162 PAR LITRE, COOKING GAS PRICES TO DROP – FG

The price of petrol will still sell at between N162 and N165 per litre despite the signing of the Petroleum Industry Bill (PIB) into law, the Federal Government has said.

President Muhammadu Buhari on Monday assented to the PIB passed by the National Assembly in July.

The assent gives legal backing to full deregulation which means oil marketers would now have the power to fix prices based on market forces.

But the Minister of State for Petroleum Resources Timipre Sylva on Tuesday said fuel price still remains N162 per litre as there would be no immediate implementation of the aspect that covers fuel price deregulation.

“No fuel price increase, at least, for now. We are not starting the implementation of that aspect (deregulation) now. We would do that only when we have put many things in place to cushion the effects on Nigerians,’’ Sylva said.

The minister admitted that full deregulation would cause hardship and sufferings for Nigerians, but he said “that is the best thing to do.’’

He said the Governors’ Forum was agitating for full deregulation because they knew that was the only way they could get more allocations for capital projects.

He said continuing to subsidize fuel price in the country was “like cutting our faces to spite our noses”.

On the 3% host communities' fund in the PIA, Sylva said that is the fairest rate to every stakeholder.

He said giving more than 3% as host communities' fund would scare away investors.

He said the National Assembly and other stakeholders settled for 3 % for Host Communities Fund because that is what will attract more investments into the oil producing areas.

“Everything was weighed before 3% was settled on. It is in our collective interest. If we put the fund at 10%, the oil companies will only add it to their operational cost and that consequence would come back to the country,’’ the minister said.

Out of $50bn oil and gas investments that came to Africa last year, the minister disclosed that only $3bn came to Nigeria because foreign investors weren’t so sure of the investment climate in the country.

On the hike in prices of cooking gas, Sylva said the Federal Government would meet with gas suppliers in the country to know why the increase and find ways to bring the prices down.

FGN INCREASES COST OF VEHICLE NUMBER PLATES, DRIVER'S LICENCE RATES BY 50%

~Nigerians will now pay N18,750 for standard private and commercial number plates against the old rate of N12,500.
Nigerian vehicle number plates/Drivers license

The Federal Government (FG) has commenced the implementation of new rates for vehicle number plates and driving licence across the country.

According to the Joint Tax Board, Nigerians will now pay N18,750 for standard private and commercial number plates against the old rate of N12,500.
Fancy number plate which was N80,000 is now N200,000; motorcycle number plate is N5,000 from N3,000 while articulated number plates (three plates) attract N30,000 from N20,000. For these rates, the minimum increase is 50 per cent.

Out of series number plate has also been revised to N50,000 from N40,000 while government fancy number plate is N20,000 against the former N15,000 rate.
Driving licence (three years) was raised to N10,000 from N6,000, excluding bank charges; licence for five years is N15,000 from N10,000 while motorcycle/tricycle driving licence (three years) goes for N5,000 from N3,000 while the one for five years attracts N8,000 from N5,000.

The decision was taken at the 147th meeting of the JTB, which held in Kaduna on March 25.
A letter by the JTB titled ‘Implementation of the revised rates for vehicles number plates and driver’s licence in Nigeria’, dated July 30, 2021 and signed by the board secretary, Obomeghfe Nana-Aisha, directed various federal and state agencies to commence the implementation of the rates.

Members of the JTB established by section 86 (1) of the Personal Income Tax Act cap. P8 LFN 2004, include the Chairman of the Federal Inland Revenue Service as the chairman of the board; one member from each state and representatives of the Federal Road Safety Commission; Revenue Mobilisation Allocation and Fiscal Commission; Federal Capital Territory Administration; Federal Ministry of Finance; and Federal Inland Revenue Service.

The letter read, “You may wish to recall that at the 147th meeting of the Joint Tax Board held in Kaduna, Kaduna State on March 25, 2021, the board approved revised rates for the sale of vehicle number plates and driving licence in line with the recommendations of Appraisal and Technical Committee of the JTB.
“In the light of the foregoing, we wish to inform you that the Chairman, JTB, has approved Thursday, August 1, 2021, as the commencement date for the implementation of the new rates.”

Meanwhile, the FRSC Corps Public Education Officer, Bisi Kazeem, has dismissed a report circulating on social media that the agency was behind the hike, noting that the FRSC was not a revenue generating agency.
He also described as incorrect the report that the standard number plate was N55, 000.

BREAKING: NIGERIA'S CENTRAL BANK GOVERNOR, EMEFIELE HOSTS LAVISH BIRTHDAY PARTY IN JAMAICA, DANGOTE, BANK EXECUTIVES, OTHERS SHOW UP IN PRIVATE JETS

The crème de la crème in the Nigeria’s banking and finance industry as well as Africa’s richest man, Aliko Dangote, gathered at the weekend in a frontal display of wealth at a private birthday ceremony in Jamaica organised by the Central Bank of Nigeria’s Governor, Godwin Emefiele.

According to SaharaReporters, Nigerian bank executives, flew private jets to the South American country and stormed the party to impress Emefiele, who turned 60 last week.

The lavish display of wealth by Emefiele and the bankers is in sharp contrast with the sorry state of the Nigerian economy reeling under more than $33billion foreign debts and the unstable banking sector which Emefiele superintends.

“Some big boys and Emefiele were at Montego Bay City, Jamaica, last weekend to celebrate his 60th birthday. They flew there quietly with their private jets. The party was organised and held in secret to keep it away from prying eyes,” a source stated.

“Those in attendance included the usual suspects; Dangote, Nduka Obaigbena, Herbert Wigwe, Tony Elumelu and Adesola Adeduntan and so on,” the source added.

President Muhammadu Buhari had last week sent a congratulatory letter to Emefiele, having celebrated his birthday on August 4.

Recall that Emefiele served as the governor of Nigeria’s apex bank since June 3, 2014.
In March 2016, Emefiele was appointed first by President Goodluck Jonathan and was reappointed to the position in May 2019 by Buhari, shortly before the expiration of his first tenure.

Under Emefiele, Nigeria has experienced rising inflation, jumping to 17.33 percent at the end of February 2021 from 16.47 percent in January 2021, according to the governor himself.

The governor had also been accused of engaging in underhand dealings and fraudulent practices which continued to frustrate the activities of the bank and the country’s banking sector.

SaharaReporters in 2016 for instance obtained a list of at least 91 people tied to influential or highly placed Nigerians who were at that time offered juicy appointments by the CBN under Emefiele.

The list of beneficiaries of the CBN’s job largesse had included a daughter of former Vice President Abubakar Atiku, a son of Mamman Daura, a nephew of President Buhari and one of the closest members of the president’s inner circle, a son of the then Minister of State for Petroleum Resources, Emmanuel Ibe Kachikwu, a daughter of former Speaker of the House of Representatives, Ghali Na’aba,  also daughter of former Inspector General of Police, Solomon Arase, and at least 86 others.

PRESIDENT BUHARI APPROVES CHANGE OF FEDERAL MINISTRY'S NAME

President Muhammadu Buhari has approved the change of name of Ministry of Science and Technology to Ministry of Science, Technology and Innovation, the News Agency of Nigeria (NAN) reports.

Dr Ogbonnaya Onu, Minister of Science, Technology and Innovation, announced this in a news briefing on Friday in Abuja.

He said the change of name was to facilitate economic growth and global competitiveness as well as to make Nigeria a nation of innovators.

The minister said that in 2017 the Federal Executive Council, under the leadership of President Muhammadu Buhari, approved the National Science, Technology and Innovation Roadmap (NSTIR 2017-2030).

“This was to use Science, Technology and Innovation (STI) to catalyse Nigeria’s economic growth and competitiveness.

“This document laid out a core policy for driving positive socio-economic outcomes through science, technology and innovation in all activities of the economy,’’ Onu said.

The minister said this had necessitated the ministry’s change of name to the Federal Ministry of Science, Technology and Innovation, as approved by the Presidency.

He noted that the new development would require the ministry to drive the Innovation Agenda by embarking on a branding campaign, in line with its expected mandate in ensuring productivity and economic growth.

Onu said that the change would help to meet the need of other sectors of the economy and all stakeholders by supporting the generation and application of knowledge to solve socio-economic challenges.

He said as an enabler of government, society and industry through policy, the ministry shall focus on ensuring the provision of STI-based solutions to overcome societal challenges.

Onu explained that the approval of the change of name would be in gazette to enable legal and policy frameworks to reflect institutional and organisational arrangements, effective coordination, among others.

According to him, the new development will help the ministry to bring a shift in Research and Development which is industry and service demand-driven, resulting in rapid commercialisation and improved global competiveness.

“We all know that there has been a missing link with the statutory responsibility of the ministry.

“This decision by the President will ensure that the missing link will be adequately addressed.

“Immediately we are able to commercialise Research and Development breakthroughs, the nation’s global competitiveness ranking will improve tremendously with varying degrees of development that are sustainable.

“These include a robust STI ecosystem that will accommodate continuous system improvement, product quality enhancement and guaranteed standardisation of ‘Made-In-Nigeria’ goods and services,’’ he said.

He said Nigeria would experience irreversible indigenous industralisation with adequate platform for higher productivity.

Onu also assured of continuous improvement in value-added components of the economy, with quality employment generation in the economy, among others.

ABU DHABI APPEAL COURT SENTENCES SIX NIGERIANS TO PRISON FOR FUNDING BOKO HARAM

Abu Dhabi appeal court sentences six Nigerians to prison for funding Boko Haram
SIX Nigerians have been handed jail sentences by an Abu Dhabi Federal Court of Appeal in the United Arab Emirates (UAE) after their conviction for funding terrorist sect Boko Haram was upheld.

At the hearing, the appellate court upheld a lower court ruling which found that between 2015 and 2016, the convicts were involved in cash transfers totalling $782,000 to Boko Haram. Two of the convicted Surajo Abubakar Muhammad and Saleh Yusuf Adamu were subsequently sentenced to life imprisonment.

Four others named as Ibrahim Ali Alhassan, AbdurRahman Ado Musa, Bashir Ali Yusuf and Muhammad Ibrahim Isa, got 10-year prison sentences each. Their act was deemed contrary to Article 29, Clause 3 of the UAE’s Federal Anti-Terrorism Law No 7 of 2017.

According to the UAE’s National Security Bureau, the investigation of the Nigerians confirmed their involvement and membership of the Boko Haram. They were arrested between April 16 and 17, 2017 and their homes searched after a search warrant was issued by the National Security Prosecution office dated April 16, 2017.

Abubakar and Adamu were charged for joining Boko Haram knowingly in negation of Article 22/2 of UAE’s Federal Anti-Terrorism Law No 7 of 2017 punishable by death or life imprisonment. Alhassan, Musa, Yusuf and Isa for their part were charged with assisting the sect knowingly, which under Article 31, Clause 1 of the same law, is punishable by life imprisonment or at least five years in jail.

According to the court, most of the transactions were facilitated by two undercover Boko Haram agents based in Nigeria. One of them was named as Alhaji Sa’idu, while the other, one Alhaji Ashiru, was described as a Nigerian government official, who reportedly funnelled misappropriated public funds to terrorists.

According to the court, Sa’idu’s method of operation was using unidentified Arab persons on a visit to Dubai from Turkey to hand over US dollars to one of the convicts, who would then remit naira equivalents to the agent. However, the families of the convicts say they were framed, insisting their bureau de change business in the UAE was legitimate.

IJAW LEADERS MEET BRITISH GOVT, SEEKS SUPPORT TO LEAVE NIGERIA

The leadership of Ijaw nation has met with the British government seeking support to leave Nigeria and end the suffering of the people.

A delegation of the Ijaw leadership led by the President of the Ijaw National Congress (INC), Prof Benjamin Okaba made this known during a meeting with representatives of the British High Commission led by Mr John Kekeh, at the Ijaw House in Yenagoa, Bayelsa State.

Okaba who presented a seven-page address on behalf of the Ijaw nation to the British High Commission delegation  lamented that the British government abandoned the Ijaw people after deceiving them to join Nigeria with the assurance that they would be well taken care of.

The Ijaws in their summation said the people are no longer at ease with the contraption called Nigeria.

“Again in the light of truth, good conscience, fairness, equity and justice would the British people and her government be perpetually silent and feign ignorance to the excruciating plight of the Ijaw people.

“Furthermore, perhaps the once colonial masters would with all intent and purpose act to rescue the ugly situation- may we ask if not now then when?

“We are indeed eager and anxious to know: is your intervention coming when we are completely ripped off our God given Oil and Gas natural resources and abandoned to our fate in a wallowing and criminally degraded environment without remediation.

“In all honesty, would that not be a crime against humanity where the British government would be seen as accomplices,” he said.

Okaba while reiterating that the Ijaw people would leave Nigeria peacefully and legally called on the British government to come and undo what they did decades ago by forcing them into Nigeria.

“The visitation is about us telling them that you (British) brought us into Nigeria and they should play their role to take us out of this country. The British have the moral duty to take us out. We were deceived to join Nigeria; they abandoned us and deceived us. Let them do the needful. As Ijaw people we are tired of this country. We have suffered in this country; we have carried the burden of this nation on our shoulders for too long. We have placed minimum conditions. The first condition is the restoration of true federalism. Number two, we have to be placed not as balkanised people. We cannot be scattered into different states and make us minorities and slaves. We cannot be slaves in a place where our resources are used to sustain the people. It is unacceptable. So Ijaw people are saying to the Federal Government that if this minimum requirement is not met, we are no longer committed to the Nigerian project. And that if we are leaving as Ijaw republic, we shall do it peacefully and legally. This is the message we are sending to the British High Commission and to the British Government to come and undo what they did.”

Kekeh in his response promised to deliver the message back to the leadership of the British High Commission

BABIES ABDUCTED AS BANDITS RAID KADUNA HOSPITAL

Gunmen suspected to be bandits have abducted babies from the residential quarters of the National Tuberculosis and Leprosy Centre in Zaria, Kaduna State.

It was gathered that five staff of the hospital, including female nurses, were also abducted.
The bandits, who were said to have stormed the place in large numbers, engaged officers from a nearby police station in a gun battle.

A staffer of the hospital, who did not his name mentioned, told newsmen that
there was a heavy shootout during the operation.

He also said their principal security guard on duty was among the
people abducted.

“Those kidnapped were our staff living at the staff quarters, some
were abducted alongside their children. So about ten people were taken
away so far,” he said.

Also, confirming the incident, Public Relations Officer of the Medical

Lab Technician Christiana, Kasim from Auditorium office were among

are on to rescue the victims.

REVERSE TWITTER SUSPENSION IMMEDIATELY – US TO PRESIDENT BUHARI

The United States Government has asked the Muhammadu Buhari-led Federal Government to immediately reverse the indefinite suspension of Twitter operations in Nigeria.

This was made known in a statement on Wednesday by an administrator of the United States Agency for International Development, Samantha Power.

The US official stated that Twitter has over 40 million users in Nigeria adding that the country is home to Africa’s largest tech hub.

She described the suspension by the Nigerian government as nothing more than state-sanctioned denial of free speech.

Recall that the US mission in Nigeria had in a statement condemned the ban on the social media site.

The mission described the Twitter ban as an encroachment to the Peoples right to Freedom.

“Nigeria’s constitution provides for freedom of expression. The Government’s recent #Twitterban undermines Nigerians’ ability to exercise this fundamental freedom and sends a poor message to its citizens, investors and businesses,” its statement read.

“Banning social media and curbing every citizen’s ability to seek, receive, and impart information undermines fundamental freedoms.

As President Biden has stated, our need for individual expression, open public conversation, and accountability has never been greater. The path to a more secure Nigeria lies in more, not less communication, alongside concerted efforts toward unity, peace, and prosperity.”

Recall that Twitter had last Tuesday deleted President Buhari’s tweet wherein he spoke about the civil war experience.

The President threatened to deal with those bent on destroying Nigeria through insurrection.

In a post on Twitter, the president wrote, “Many of those misbehaving today are too young to be aware of the destruction and loss of lives that occurred during the Nigerian Civil War. Those of us in the fields for 30 months, who went through the war, will treat them in the language they understand.”

However, the social media platform deleted the message on Wednesday, following widespread condemnation of the tweet.

According to a statement, Twitter said the post violated its rules, hence the need to delete the post.

Angered by Twitter’s action, the Federal Government last Friday suspended, indefinitely, the operations of microblogging and social networking service, Twitter, in Nigeria.

Nigeria’s Minister of Information and Culture, Lai Mohammed, announced the suspension in a statement signed by his media aide Segun Adeyemi

The minister cited the persistent use of the platform for activities that are capable of undermining Nigeria’s corporate existence.

BREAKING: SERAP, FEMI FALANA, OTHERS, DRAG BUHARI’S GOVT TO ECOWAS COURT OVER TWITTER BAN

The Socio-Economic Rights and Accountability Project (SERAP) and 176 concerned Nigerians have filed a lawsuit against the President Muhammadu Buhari administration over “the unlawful suspension of Twitter in Nigeria”.

The applicants are against the criminalization of Nigerians using Twitter, and the escalating repression of human rights, rights to freedom of expression, access to information, and media freedom.

Following the deletion of Buhari’s tweet, Information Minister, Lai Mohammed last week announced the ban of Twitter operations.

The government has threatened to arrest and prosecute anyone using Twitter, while the National Broadcasting Commission (NBC) asked all broadcast stations to suspend the use of the social media platform.

The suit No ECW/CCJ/APP/23/21 was filed today before the ECOWAS Community Court of Justice in Abuja.

SERAP threatens to drag Buhari govt to court for suspending Twitter in Nigeria
SERAP and the concerned Nigerians are seeking: “An order of interim injunction restraining the Federal Government from implementing its suspension of Twitter in Nigeria, and subjecting anyone including media houses, broadcast stations using Twitter in Nigeria, to harassing, intimidating, arrest and criminal prosecution, pending the hearing and determination of the substantive suit.”

In the suit filed by Solicitor to SERAP, Femi Falana (SAN), the plaintiffs contended that if the application is not urgently granted, federal authorities will continue to arbitrarily suspend Twitter.

They said the Buhari government was on the verge of slamming criminal charges and fines against telecommunication companies, media houses, broadcast stations and others.

The suit read in part: “The suspension of Twitter is aimed at stopping Nigerians from using Twitter and other social media platforms to assess government policies, expose corruption, and criticize acts of official impunity.

Twitter ban: NBC’s directive to TV, radio stations shows political interference – SERAP
“The free communication of information and ideas about public and political issues between citizens and elected representatives is essential.

“This implies a free press and other media able to comment on public issues without censor or restraints, and to inform public opinion. The public also has a corresponding right to receive media output.

“Freedom of expression is a fundamental human right and the full enjoyment is central to achieving individual freedom and to developing democracy. It is not only the cornerstone of democracy, but indispensable to a thriving civil society.”

NLC, ASUU PROTEST SACK OF 18 KADUNA UNIVERSITY LECTURERS

Nigeria Labour Congress (NLC) and the Academic Staff Union of Universities (ASUU have kicked against the sack of 18 lecturers of the Kaduna State University (KASU) for participating in last month’s warning strike the NLC declared in the state to protest the disengagement of some workers by the state government.

The management of the university had sent the names of the affected lecturers with their departments indicated to the state government upon which they were sacked.

In an interaction with newsmen, NLC president Ayuba Wabba, said the union had already reported the state government to the presidency for breaching their truce terms.

Wabba, who threatened that union would embark on another strike if the state government continued to violate the agreement, described the government’s action as a violation of the “no victimisation” clause in the agreement signed by the congress and the state government after a reconciliatory meeting at the Federal Ministry of Labour and Employment on May 20.

The NLC said the state government had continued to violate workers’ rights as provided for in the labour laws as well as take punitive measures such as sack of workers for participating in the five-day warning strike.
Wabba told correspondent in Abuja on phone that the congress had written President Muhammadu Buhari to draw his attention to the action of the Kaduna State government.

He said, “The National Executive Council (NEC) of the NLC had on May 25, 2021 resolved that in case the Kaduna State government continued to pursue the path of punitive actions against workers and their interests, that it had given the National Administrative Council (NAC) the power to reactivate the suspended industrial action in Kaduna State.

and also call for the withdrawal of all workers in Nigeria without any further notice.”

Meanwhile, the chairman of ASUU), Abuja zone, Professor Theophilus Lagi, has said the governor of Kaduna State as a visitor to that university does not have the power to sack the employees or interfere in the affairs of the school.

Lagi urged the governor to thread with caution, saying that it may be too hot for him to handle.

He said, “Going by what is trending on the social media as regards the dismissal of academic staff, the Governor of Kaduna State as a visitor to that university does not have the right to sack employees or interfere in the affairs of the university. It is the sole prerogative of the governing council of Kaduna State University to employ and fire staff based on clear university procedures.”

When newsmen contacted the new national president of ASUU, Prof Emmanuel Osodeke, he said, “I am still sorting for information from our branch in that university on the true situation. Will react when accurate information is available.”

Some senior advocates who spoke to correspondents condemned the action of the state government.

According to them, labour laws in the country permit unionism.

Mr Abdul Balogun (SAN) condemned the state government a for victimising the workers.

According to him, if the state government is insisting on victimising them, they should approach the industrial court for redress.

A Kaduna-based legal practitioner, Murtala Akosile, accused the state government of being intolerant.

He said, ‘’The Kaduna State government should know that the agreement they have with workers in the state is not a master, slave relationship. Their rights to protest perceived injustice is enshrined in the labour laws of the country.”

FG OFFERS CONDITION TO LIFT BAN ON TWITTER IN NIGERIA

The federal government has imposed a condition on the lifting of Twitter’s indefinite suspension in Nigeria.

At a meeting with several envoys, Minister of Foreign Affairs Geoffrey Onyeama stated that Twitter’s operations in Nigeria will be restored only if the platform can be utilized “responsibly.”

When asked when the ban will be lifted, Onyeama stated there is no set date, but added, “The requirement would be responsible usage of social media, and that has to be it.”

“We are not claiming that Twitter is a threat to the country or anything like that; we have taken this action to prevent them from being used as forums for destabilization, facilitation, or encouragement of criminality,” he added.

TWITTER BAN: IPC, MRA THREATEN TO DRAG NIGERIAN FG BEFORE AU, UN

Two non-governmental organisations, Media Rights Agenda and the International Press Centre have threatened to drag the Federal Government to the African Union and United Nations if it doesn’t immediately rescind the ban placed on microblogging site, Twitter.

The groups stated that the action is an unjustifiable violation of the rights of all Nigerians to freedom of expression and access to information, noting that the action of the government violates the international and African charters the country was a party to.

They listed them to include the African Commission on Human and Peoples Rights’ Resolution 362 on the Right to Freedom of Information and Expression on the Internet in Africa, adopted on November 4, 2016, at its 59th Ordinary Session; the Declaration of Principles on Freedom of Expression and Access to Information in Africa, adopted by the Commission in November 2019, at its 65th Ordinary Session; and recent UN Human Rights Council resolutions touching on the matter.

This was contained in a joint statement signed by MRA’s Executive Director, Mr. Edetaen Ojo; and the Executive Director of IPC, Mr. Lanre Arogundade.
The statement was titled, ‘MRA, IPC Condemn Federal Government’s Twitter Ban, Threaten to Lodge Complaints Before AU, UN Bodies’.
It reads in part, “In its Resolution 362 of 2016, the African Commission expressed concern at the practice by African States of “interrupting or limiting access to telecommunication services such as the Internet, social media and messaging services.

“Also the Declaration of Principles also provides in Principle 38 (1) and (2) that States shall not interfere with the right of individuals to seek, receive and impart information through any means of communication and digital technologies, through measures such as the removal, blocking or filtering of content, unless such interference is justifiable and compatible with international human rights law and standards and that States shall not engage in or condone any disruption of access to the internet and other digital technologies for segments of the public or an entire population.

“The UN Human Rights Council resolution on the promotion, protection and enjoyment of human rights on the Internet, adopted at its 38th Session in July 2018, asked “all States to address security concerns on the Internet in accordance with their international human rights obligations to ensure the protection of all human rights online, in particular freedom of opinion and expression, freedom of association, and privacy, including through democratic and transparent national institutions, based on the rule of law, in a way that ensures freedom and security on the Internet so that it can continue to be a vibrant force that generates economic, social and cultural development.

“Also, in its latest resolution related to the matter, which was adopted at its 45th Session in October 2020, the Council has also unequivocally condemned measures in violation of international human rights law aiming to or that intentionally prevent or disrupt access to or dissemination of information online and offline, which undermine the work of journalists in informing the public, including through practices such as Internet shutdowns or measures to unlawfully or arbitrarily block or take down media websites, such as denial of service attacks and called on all States to cease and refrain from these measures, which cause irreparable harm to efforts at building inclusive and peaceful knowledge societies and democracies.

“The organizations called on the Federal Government to urgently take steps to comply with these internationally agreed norms and standards and retrace its steps from its current path, which puts Nigeria in danger of becoming a rogue nation that is constantly violating international human rights law as well as the principles of international law.”

REVERSE TWITTER SUSPENSION OR FACE LEGAL ACTION, NBA THREATENS NIGERIAN GOVT

The umbrella body of Nigerian lawyers, the Nigerian Bar Association (NBA), has threatened to sue the Nigerian government if it fails to reverse its decision to suspend Twitter operations indefinitely in the country.

Many Nigerians have expressed outrage at the ban announced by the information minister, Lai Mohammed, on Friday.

The government had announced the suspension barely 48 hours after the microblogging site deleted a controversial post by President Muhammadu Buhari referencing the country’s civil war, and threatening to treat those attacking government buildings “with the language they understand.”

Reacting to the government’s decision in a thread of tweets posted via his twitter handle, the NBA President, Olumide Akpata, expressed the association’s “great concern” over the implications of the development.

The implications, according to him, extend to “the right of Nigerians to freely express their constitutionally guaranteed opinions through that medium.”

He said there is no Nigerian law that can be cited in support of the ban, reminding the government that the country practises “constitutional democracy” where everything must be done according to recognised rules.

“The Nigerian Bar Association finds no constitutional or legal authority to support the peremptory action of the Federal Government to suspend the operations of Twitter in Nigeria and deprive Nigerians of their right to freely express their constitutionally guaranteed opinions. Beyond the dent on our constitutional democracy, at a time when the Nigerian economy is unarguably struggling, the impact of arbitrary decisions such as this on investor confidence is better imagined.

“Consequently, if this decision is not immediately reversed, the Nigerian Bar Association will have no choice but to challenge same in the interest of the public and our democracy,” the NBA president’s tweet read in part.

Licensing of social media operations
He added that the Nigerian government’s directive to the Nigerian Communications Commission (NCC), to immediately commence the process of licensing all OTT (Over The Top) and social media operations in Nigeria, “is, at best, yet another disguised attempt to regulate social media, restrict freedom of speech and shrink civic space.”

JUST LIKE TWITTER, FACEBOOK DELETES BUHARI’S CIVIL WAR STATEMENT FOR VIOLATING POLICY

Facebook has deleted President Buhari’s civil war statement for violating its community standards against inciting violence.

It would be recalled that the President had threatened punishment for regional secessionists blamed for attacks on government buildings.

President Buhari, who served in the army stated on Tuesday that many people misbehaving today were too young to remember the deaths and destruction from the civil war.

A quick check shows that Facebook has now removed the post from their platform, as the whole statement, has been removed from the social media platform for violating Community Standards against inciting violence.

The social media giants reiterated its commitment to remove any content, from individuals or organisations that violates Facebook policies.

“In line with our global policies, we’ve removed a post from President Buhari’s Facebook page for violating our Community Standards against inciting violence. We remove any content, from individuals or organisations that violates our policies on Facebook.” A Facebook Spokesperson

Recall that micro-blogging platform, Twitter, also deleted Buhari’s tweet where he issued a threat to deal with “misbehaving” elements in “the language they understand”, while making reference to Nigeria’s civil war.

While defending its action, the tech company said the President’s tweet violated its rules.

JUSUN TO RIVERS NBA: 'YOU LACK LOCUS TO ISSUE CIRCULAR ON OUR STRIKE'

The Judiciary Staff Union of Nigeria (JUSUN) has lambasted the chairman of Nigeria Bar Association (NBA) Port Harcourt Branch, Prince O. Nyekwere, Esq over his statement on the ongoing nationwide industrial action by the Union.

The union in a statement warned that the strike cannot be called off by a branch as alluded by Port Harcourt NBA chairman in Rivers state over a purported meeting with the new Chief Judge of the state.

JUSUN believes that prince Nyekwere is not her member and so lacks the locus to talk about calling off an industrial action that he did not declare in the first place.

The statement which was signed by the National Treasurer of JUSUN Comrade Jimoh Musa Alonge, the union urges NBA to join hands with JUSUN to salvage the Judiciary from being suffocated by the governors in Nigeria.

“The attention of the National Secretariat of JUSUN has been drawn to a purported circular titled "JUSUN STRIKE UPDATE IN RIVERS STATE" by one Prince O. Nyekwere, Esq, Branch chairman of NBA in Rivers state that JUSUN has agreed to call off Strike in the state.

“Ordinarily, the union would not have responded to what appears to be propaganda by the NBA chairman in the state since he is not our member, but for the purposes of putting the records straight, the union wishes to state that the ongoing strike was declared by the National Executive Council (NEC) of our great union and therefore cannot be called off by any branch.

“That the union is willing and ready for dialogue towards addressing the present impasse if not for the refusal of the Governors to sign the Memorandum of Action reached at the instance of Chief Conciliator in the country and Minister of Labour and Employment, Dr. Chris Ngige.

“And that the union has resolved to take the fight to the doorsteps of the Governors with nationwide street protest and picketing to drive her point home”.

IMPLEMENTATION OF JUDICIAL AUTONOMY MUST BE IN LINE WITH CONSTITUTIONAL PROVISION - GOV. WIKE

   Gov. Nyesom Wike

Governor of Rivers State, Nyesom Ezenwo Wike has accused the Federal Government of playing politics with judicial autonomy in total disregard to constitutional provisions.

The governor made the observation at the inauguration and handover of the National Industrial Court Judges Quarters in Old Government Residential Area,  Port Harcourt on Thursday.

Governor Wike explained that under a federal system of government, it is only the executive arm of government, at all the tiers, that has the powers to present the annual budget to either State or National Assembly and also signed it into law.

According to him, the new narrative that a presidential implementation committee has been set up and will direct governors to sign budgetary allocations for the judiciary is purely unconstitutional.

Governor Wike said a federal government that is promoting autonomy of the judiciary should not have allowed the nation's courts to be shut for about two months by Judiciary Staff Union of Nigeria (JUSUN).

"Is it true that the federal government wants the autonomy of the judiciary? If the federal government wants the autonomy of the judiciary,  how can a government say that the courts should be shut down for almost two months now. Which country can survive when it's courts are shut down for two months?”

Speaking further,  the governor said his administration has fully implemented the autonomy of the judiciary and the legislature with releases of their financial entitlements as captured in the budget up till 2021.

Governor Wike explained that the funds released by Rivers State to the judiciary far exceeds the planned deductions by the federal government.  He further declared that his administration is not owing parliamentary workers who are also currently on sympathy strike.

He proclaimed  that already the no-work no-pay policy has come  into force in Rivers State and all judiciary and parliamentary workers cannot sit at work and expect salary anymore.

Speaking on one of his motivations to provide judges with official residences, Governor Wike recalled how when he was Chief of Staff, he received a call at about midnight that a judge was locked out of his rented apartment by a landlord.

"From that day,  I had this feeling that judges should not be so exposed to this kind of things that could lead to lose of their life.  We have also acquired land to build for judges of the federal high court who are in rented apartment. And I know that the landlord has told me that they have not paid him for several years.

"That comes to tell you the kind of autonomy of the judiciary that the federal government says they believe in. We agree but the rent of their judges is there,  they have not brought the money to pay."

Inaugurating the facility, Chief Justice of Nigeria, Ibrahim Tanko Muhammad noted that Governor Wike has remained a strong voice in the clamour for judicial independence and financial autonomy.

Represented by Justice Mary Odili of the Supreme Court of Nigeria,  Justice Muhammad,  said Governor Wike’s affection and innate passion for the welfare and wellbeing of the Nigerian judiciary is worthy of emulation.

"The Wike Model should be holistically espoused and replicated by other governors in the country for rapid development and growth of the Nigerian Judiciary.

"I would love to see this mind-blowing gesture, which I refer to as the emblem of humanitarianism, replicated all over the nooks and crannies of the country with a view to lifting the Nigerian Judiciary out of the current squalor which is, largely, inhibiting the seamless and speedy dispensation of justice.

"With this astounding feat, you have, for the umpteenth time, profoundly hoisted the banner of a true statesman."

The Chief Justice declared that without any ambivalence, that Governor Wike remains a shining example in the comity of contemporary Nigerian political leaders who have the interest and welfare of the Nigerian judiciary at heart, both in words and in action.

“You are not doing this because you are a lawyer, as we have several lawyers occupying influential political offices in the country, but simply because you are a habitual care giver and development-conscious political leader.”

The President of the National Industrial Court, Justice Benedict B. Kanyip  said Governor Wike has made history in Nigeria by being the first to build a court and residential apartment for judges of the Industrial Court.

Similarly, the Chief Judge of Rivers State, Justice Simeon Amadi, stated that Governor Wike by  providing conducive accommodation for judges has further expanded the frontiers of the access to justice.

On his part, Rivers State Attorney General and Commissioner for Justice, Prof. Zacchaeus Adangor (SAN), said Governor Wike was spurred to provide accommodation for the judges of the Industrial Court because of his quest to provide access to justice to people and residents of Rivers State.

The newly inaugurated Industrial Court judges quarters comprises of four duplexes with five bed rooms each, a club house and swimming pool.

NIGER DELTA EX-MILITANT LEADER, TOMPOLO GIVES BUHARI 7-DAY ULTIMATUM TO INAUGURATE NDDC BOARD

Ex-militant leader, Government Ekpemupolo, alias Tompolo, on Sunday, gave the Nigerian government seven days to inaugurate the substantive Board of the Niger-Delta Development Commission (NDDC).

The statement signed by Tompolo said: “I wish to call on Mr. President, members of the National Assembly and security agencies to work towards the constitution of the substantive board of the NDDC, within a few days, to avert a total breakdown of law and order that will equally affect crude oil exploration and exploitation activities in the region.

“It is against this background that I wish to call on Mr President, members of the National Assembly and Security Agencies to work towards the constitution of the substantive board of the NDDC within a few days to avert a total breakdown of law and order that will equally affect crude oil exploration and exploitation activities in the region.

“I hereby proclaim a seven- day ultimatum starting the date of this publication to inaugurate the substantive board of the Commission.”

He described the recent protest by the Ijaw Youth Council (IYC) as a preamble if his demands are ignored,

“Senator Akpabio's temporal reprieve from the Ijaw Youth Council (IYC) protest is a child’s play compared to what is to come in a few days. He is about to be awakened to the rage of the Niger Delta region,” he said.

Describing the running of the NDDC as undemocratic, Tombolo said, “I have watched and observed with keen interest the circumstances surrounding the constitution of the NDDC board for some time now. I would have continued to keep watching and observing, but for love of the region and the country.

“The continuous running of the Niger Delta Development Commission (NDDC) by a sole administrator at the instance of the minister of Niger Delta Affairs Senator Akpabio, is undemocratic and anti-development, hence unacceptable to the people of the region. The people of the region are averse to a one man show in a commission that is supposed to attend to the developmental needs of nine states, namely, Abia, Akwa-Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers. It will likely set the region on fire, sooner than later.

“The act establishing the commission provided among other things that it will be administered by a board comprising a Chairman, Managing Director, Executive Directors and Commissioners who will be drawn from the nine states that made up the region. However, this provision has been blatantly undermined by Senator Godswill Akpabio and his co-travellers in the Presidency. There is no provision for either interim management committee or sole administration in the act that establishes the NDDC.

“Common sense will tell you that the so-called forensic audit that has been used by Senator Akpabio to strangle the commission could be best conducted with a substantive board that brings all representatives from the nine states and other parts of the country. As one from the region, Senator Akpabio's initial mission to audit past activities of the commission was seen as welcome development, but later the people realised that it was a personal mission to feather the next of his 2023 political ambition. Clearly, the present state of the commission is abnormal and could throw the relatively peaceful region in the country into chaos and acrimony.

“Undermining the very clear provisions in the establishing act under the guise of an endless forensic audit is evil, and should be condemned by all well-meaning Nigerians. It is in itself an act of corruption as the people of the region have lost so much resources in the process of the so-called forensic audit. No one can tell the amount of money that has been spent by Senator Akpabio in pursuing this divisive agenda. It is obvious that there will be another forensic audit to investigate the activities of Senator Akpabio by the time he let go of the commission. This is disheartening and worrisome.

“Senator Akpabio has refused to pay contractors even after evaluation of work done. He has selectively paid his cronies and those in the list of political patronage. It is an open secret that some contractors have been made to part with up to between 30% and 50% of the contract sum. I ask, where is the equity and probity of this sole administration?

“There is no way things will continue in this manner. I am surprised at the recent silence of highly placed persons from the region on this matter. Perhaps, Senator Akpabio is not alone in this NDDC abduction. This must be a product of high wired conspiracy among persons from the Presidency, National Assembly and Security Agencies to perpetually silence all well-meaning Nigerians in this strange deal. Senator Akpabio should know that it is time to end this barbaric act as it will be concertedly resisted in the days ahead."

SIT-AT-HOME ORDER: SHOOTINGS RECORDED IN OWERRI AND ENVIRONS

Two gunmen shot dead

Following the sit-at-home order by the Indigenous People of Biafra (IPOB), shootings have been recorded in some parts of Owerri and its environs.

Sporadic shootings were recorded late Friday night to early on Saturday morning at Naze Timber Market and its environs in Owerri North Local Government Area of Imo State on Friday between the hours of 8pm till 10pm.

The situation made it difficult for travellers on the Aba Expressway to reach their destinations on time.

The same shooting continued on Saturday morning, when the sit-at-home order was to begin, at Egbu Road, Mbaise Road, Douglas Road by men of Nigeria Air Force, who were called out of their base by the authority.

There were also armed blockages by security agents at Chukwuma Nwoha, Egbu Road, Mbaise Road and some other roads in Owerri metropolis

Already the sit-at-home was gradually becoming effective as movements of people were being restricted, even by the security personnel, drafted to maintain peace, law and order.

The restrictions placed on people’s movements by the security agents run contrary to the position of the state government that citizens in the state should be protected to go about their normal businesses.

Reports filtering into our news room have it that people coming out for their normal business were being harassed and intimidated by the security personnel who kept shooting intermittently.

Shops and markets around Federal Housing Egbu Road and Mbaise Park were all closed by their owners at the time of filing this report.

IJAW YOUTHS IN DELTA, BAYELSA PROTEST AGAINST ABDUCTION OF IYC PRESIDENT, IGBIFA.

There was tension in Delta and Bayelsa and Delta states, yesterday, as Ijaw youths from both states protest to the Niger Delta Development Commission (NDDC) over the abduction of National President of the Ijaw Youths Council (IYC), Peter Igbifa.

Igbifa was reportedly abducted on Tuesday in Port Harcourt, Rivers States by unidentified gunmen, a few hours before the expiration of the 30-day ultimatum it issued to President Muhammadu Buhari to name a substantive board for the NDDC.

The IYC Worldwide and leaders of other ethnic nationalities in the Niger Delta had on April 25, 2021 given a 30-day ultimatum to the to the presidency to appoint a substantive board for be NDDC or face their fury.

They insisted on the desolation of the Interim Management Board, headed by a Sole Administrator, Effiong Akwa and appoint a substantive board, failing which they would shut down all oil installations in the region and cripple the country’s economy at the expiration of the ultimatum.

The protest, which was staged at the NDDC state offices along the Edjeba Road, Warri, Delta State and Yenezue-Gene area of Yenagoa, Bayelsa State, disrupted vehicular and business activities for several hours.

Carrying placards with inscriptions as: Restructure Nigeria Now; IOCs Must Not Remit $1.6b To NDDC Now; We seek Justice In NDDC and FG Should Appoint Substantive Board For NDDC Now, they accused President Muhammadu Buhari of state-sponsored abduction of Igbifa.

They warned that the next protest on the issues and development concerns of the region would be a total and mass action. In a communiqué issued at the end of an emergency meeting and signed by its Deputy President, Savior Olali, National Spokesman, Ebilade Ekerefe and others the group alleged that the presidency sponsored Igbifa’s abduction.

“Although his abduction came to us as a shock and provocative, we have since discovered that the Federal Government sponsored and executed the action. ”

“He and other National Executive members of IYC were invited to Abuja for a meeting with the Interim Coordinator of the Presidential Amnesty Programme (PAP), Col. Milland Dixion Dikio (rtd.), before armed men with standard IWI Tavor rifles and Uzi sub-machine guns, abducted him.

The IYC condemned the abduction and urged the Federal Government to ensure that he was released unconditionally. Meanwhile, Ijaw youths also blocked the Mbiama-axis of the East West road in protest against Federal Government’s refusal to inaugurate a substantive board of the NDDC.The Guardian learnt that the youths shut down the Bayelsa State office of the NDDC, before proceeding to Mbiama.

SOLDIERS THREATEN TO SHOOT EFCC OFFICIALS, RECOVER PROPERTY SEIZED FROM NSA’s AIDE

Soldiers on Wednesday threatened to shoot officials of the Economic and Financial Crimes Commission that came to mark properties seized from Brig. Gen Jafaru Mohammed, the Director of Finance and Administration at the Office of the National Security Adviser.

The EFCC had obtained an interim forfeiture from a Federal High Court in Abuja on March 11, 2021, and proceeded to mark eight properties belonging to the NSA’s aide.

Our correspondent, who visited Sun City in the Lokogoma area of Abuja on Wednesday, reported that after a team of EFCC officials began marking General Mohammed’s building located on 52 Main Street, Sun City, in red paint, armed soldiers arrived in a white Hilux marked GWA481EA and chased the EFCC officials away.

The soldiers took a bucket of water and soap and quickly cleaned off the markings which read, ‘EFCC Under Investigation, Keep Off!”

Our correspondent, who visited other properties linked to the general, observed that soldiers were on guard to prevent EFCC officials from marking them.

Justice Folashade Ogunbanjo had in a suit marked FHC/ABJ/CS/007/2021 ordered the interim forfeiture of eight properties linked to General Mohammed who is a trusted aide to the NSA, Major General Babagana Moguno (retd.).

The investigation of Mohammed is part of a wider probe into the finances of the Office of the NSA.

Other properties affected include: A house at 7 God’s Own Estate, Road 1, Wamba District, a fenced plot at 1 Jubril Aminu Crescent, Katampe Extension, a plot at Kubwa Express Road directly opposite Abuja Model City Gate, A house at Block SD 22, Road 5, Kabusa Garden Estate, Abuja; Plot 15, 21st Crescent, Second Avenue, Gwarinpa, 3 Liverpool Close, Sun City Estate and 25 Osaka Street, Sun City.

The properties are believed to be worth billions of naira which far exceed the income of a brigadier general.

Reports had it that this is not the first time that EFCC officials would be harassed for trying to enforce court orders.

In November 2017, masked operatives attached to a former Director-General of the Department of State Services, Ekpenyong Ita, prevented EFCC officials from arresting him and even threatened to shoot journalists who attempted to take photographs.

The Spokesman for the EFCC, Mr Wilson Uwujaren, said he was not aware but promised to call back.
