NO CERTIFICATE OF RETURN FOR CANDIDATES DECLARED WINNER UNDER DURESS – INEC

The Independent National Electoral Commission has said it will not issue Certificates of Return to candidates in places where its officials are held hostage or forced to declare winners under duress in the governorship and state Houses of Assembly elections on Saturday (tomorrow).

The commission also threatened to record zero vote and cancel the results of polling units where its personnel deliberately failed to deploy the Smart Card Readers.

The Chairman of INEC, Prof. Mahmood Yakubu, said this on Thursday during the meeting of the Inter-Agency Consultative Committee on Election Security held at the commission’s Conference Room in Abuja.

Yakubu said, “The commission is concerned that many of our materials, including ballot boxes, voting cubicles, voter registers and Smart Card Readers were lost to acts of hooliganism and thuggery in the elections held two weeks ago. Most worrisome is the attack on electoral officials.

“Some of our staff were abducted and taken hostage in an attempt to disrupt elections or influence the outcome. In fact, some of the supplementary elections were caused by such acts of thuggery.

“I am confident that working together with the security agencies, we will consolidate the largely peaceful conduct of the Presidential and National Assembly elections while also taking decisive steps to deal with the minority of violators’ intent on disrupting the conduct of peaceful elections.

“However, the commission will not tolerate the act of holding our officials hostage and forcing them to declare winners under duress. Where such occurs, the commission will not reward bad behaviour by issuing them Certificates of Return.

“We have once again reconfigured the Smart Card Readers for the elections on Saturday. The use of the card readers is mandatory and there will be no exemption to their deployment for accreditation of voters.

“Under our regulations and guidelines, there are clear penalties for the deliberate failure to deploy them on the part of our members of staff. Where such happens with the connivance of communities, the result of election in the polling unit(s) will be cancelled and zero vote will be recorded.”

According to him, governorship election would be conducted in 29 states, state assembly poll will elect 991 members of Houses of Assembly in all the states of the Federation, six Chairmen as well as 62 councillors for the Area Councils in the Federal Capital Territory.

The INEC chairman said that in addition to elections into 1,082 constituencies nationwide, the commission would conduct supplementary elections in 14 states of the federation covering seven Senatorial Districts and 24 federal constituencies.

The supplementary elections, he said, were necessitated by electoral fraud, violence and thuggery perpetrated by political thugs and politicians in the February 23 elections.

The INEC chairman also stated that materials for the polls on Saturday had been delivered to all states and the FCT.

With this arrangement, Yakubu said the commission was confident that all polling units would open at 8am nationwide.

INEC also hinted that Cs of R for governors and deputy-governors-elect, members of state Houses of Assembly-elect and chairmen and councillors for the FCT “shall be presented in each state of the federation by the Supervising National Commissioners and the Resident Electoral Commissioners on a date to be announced next week.

For Senatorial Districts and Federal Constituencies in which winners have already emerged, Yakubu said the commission would issue their Certificates of return  next week.

He said, “On behalf of the commission, I extend our deepest condolence to the families of those who lost their lives, including personnel of the security agencies. We are glad that the police have made several arrests and investigation is ongoing.

“I wish to assure Nigerians that the commission will work closely with the police to ensure the diligent prosecution of all violators of our electoral laws. Citizens are asking for effective but non-intrusive protection before, during and immediately after the elections in which their rights are respected and their choices safeguarded.”

Campaigns end, 29 states to elect governors on Saturday

Meanwhile, campaigns for Saturday’s polls ended officially on Thursday.

 According to the timetable released by INEC, the campaigns which started on December 1, 2018, would have ended on February 28 but for the postponement of the election from March 2 to March 9.

Seven states whose governors have yet to serve out their terms will not take part in the exercise.

The states are Anambra, Bayelsa, Ondo, Osun, Ekiti, Edo and Kogi.

But elections into the various seats in state Houses of Assembly will hold in the 36 states of the federation.

In all, 1,158 governorship candidates will contest the governorship positions in the 29 states, while 14, 643 candidates will contest 991 posts in the various state Houses of Assembly.

Although almost all registered political parties are taking part in the elections at the state level, the contest is a straight fight between the All Progressives Congress and the Peoples Democratic Party.

The states to look out for, however, include Ogun where the state governor, Ibikunle Amosun of the APC, is supporting the governorship candidate of the Allied People’s Movement, Adekunle Akinlade.

Akinlade will be slugging it out with the APC governorship candidate, Dapo Abiodun.

The PDP is in crisis in the state. While INEC recognises Buruji Kashamu as the party’s candidate based on court order, the national leadership of the party is backing Ladi Adebutu.

Similar scenario is playing out in Imo State where Governor Rochas Okorocha, though of the APC, is supporting the governorship candidate of Action Alliance, Uche Nwosu.

It is a straight contest among Nwosu; the candidate of the APC, Hope Uzodinma; and that of the PDP, Emeka Ihedioha.

Although the APC in the state had adopted the governorship candidate of Africa Action Congress, Awara Biokpomabo, for the election, it is yet to be seen if that can pose any serious challenge to Wike.

In Lagos State, the APC candidate, Babajide Sanwo-Olu; and PDP’s Jimi Agbaje, are the leading contestants.

In Oyo State, APC’s candidate, Adebayo Adelabu, has Seyi Makinde of the PDP as his main challenger.

MAGISTRATE COURT IN PH ORDERS ARREST OF APC GOV CANDIDATE IN A’IBOM

 

A Rivers State chief magistrates’ court in Port Harcourt has issued a warrant for the arrest of the governorship candidate of the All Progressives Congress in Akwa Ibom State, Mr Nsima Ekere.

Sir S.D. Andrew-Jaja, a chief magistrate, said Ekere, alongside one Katungo Moljengo, should be arrested “in compliance with Section 138 of the Rivers State Administration of Criminal Justice Law 2015.”

The magistrate, in a copy of the court order sighted by our correspondent, said he issued the warrant for the arrest of both Ekere and Moljengo after hearing argument from S.T. Soremi, the complainant counsel in a suit marked PMC/MISC/15/2019.

Listed as complainant in the suit was one Multi-Intelligence Development Limited.

The court order, bearing the seal and signature of S.T. Dappa, Principal Registrar of the court, said  the arrest warrant against  Ekere and Moljengo was issued  “In Port Harcourt under the seal of the court and hand of the presiding chief magistrate, this 5th day of March, 2019.”

Veteran Nollywood actor, Tony Uzordinma Anyasodor is reportedly dead.

According to report, the veteran Nollywood actor died this morning at an unnamed hospital in Imo State, after a long battle with an unnamed illness.

Anyasodor is famous for his role in movies, Heavy Storm 1& 2, and Beyond the Verdict 2, and had worked with the likes of Queen Nwokoye, and many others.

He lived in Owerri in Imo State until his death.

EFCC RELEASES BANK TRANSACTIONS OF ATIKU’S SON IN-LAW, LAWYER

The Economic and Financial Crimes Commission (EFCC) has insisted that Vice President Atiku Abubakar’s son-in-law, Abdullahi Babalele’s, was arrested for money laundering.

Many had queried the timing of the arrest, which coincided with the start of the Peoples Democratic Party (PDP) candidate’s legal battle against President Muhammadu Buhari’s election.

The Nation reported on Wednesday that Babalele is under investigation for alleged laundering of €150million.

Babalele was released on bail on Tuesday after days of interrogation. His passport was, however seized by the EFCC.

But Mr. Uyi Giwa-Osagie (Atiku’s lawyer) is still in custody. The agency said about €67,950,000 of the €150m has been traced to the accounts of him, Babalele, two slush firms and two Bureau De Change operators.

Of the €67.9m, Uyi’s account received 26,050,00million Euro between January 9th and 28th, 2019. Babalele is expected to account for 41,900,000 Euro.

Meanwhile, the EFCC has released more details of transactions involving Osagie.

A document said: “On receipt of this intelligence the team booked to Lagos Island market and arrested two BDC operators namely: Abdullahi Shehu who works with Abdullahi Munaciki of Hasbunallahu BDC, Abuja and Lawal A. Abdullahi of Three Brother BDC.

“Also the team recovered the said $1.6million USD but already $141,000.00 USD had been exchanged to Naira at N358/ per dollar which amounted to N50,500,000.00 while the balance of $1,459.000.00 USD could not easily be exchanged due to the Naira scarcity in the market.

“Investigation conducted regarding the ownership as well as the source of the money so far revealed that Hasbunallahu BDC who is also the owner of Clean and Integrity Services Ltd received three transfers amounting to $5,000,000.00 USD on the 4th and 14th February, 2019 from Guernsey Trust Company Nigeria Limited which is an investment company that is being managed by Uyiekpan Giwa-Osagie in trust on behalf of Bleep.

”Investigation carried out on the accounts of Guernsey Trust Company Nig Ltd reveals that various transfers in millions of dollars and cash payments were made to various individuals and companies.”

The details of these transfers are as follows:

“On the 1st February, 2019, Abdullahi Munaciki of Hasbunallahu BDC received a transfer of $500,000 USD in his Guaranty Trust Bank Dollar Account Named: Clean & Integrity Services Ltd with Account number: 325/391103/2/1/0. The transfer came from Uyiekpan Giwa-Osagie of Guernsey Trust Company Nigeria Limited.

“On the 18th January, 2019, Root Capital Ltd received the sum of $1,000,000.00 into its account in Keystone Bank PPC from Guernsey Trust Company Nig Ltd account in Keystone Bank Plc. There after the naira equivalent was paid into Andrew Pitchford account by Spring Creek on behalf of Root Capital Ltd.

“On 4th February, 2019 another transfer in the sum of $1,500.000.00 USD was received into the said Clean & Integrity Services Ltd account in GTB from the same company Account Guernsey Trust company Nigeria Limited in keystone bank on Instruction of the said Uyiekpan Giwa-Osagie.

“The third transfer was made in bulk on 14th February, 2019 in the sum of $3,000,000.00 USD, similarly from Guernsey trust company Nigeria Limited in keystone bank to Clean & Integrity Services Ltd account in GTB.

“Painstaking investigation conducted on how the said Guernsey Trust Company Nigeria Ltd sourced the above mentioned $5,000,000.00 USD showed that the company received into its Keystone bank Euro Account number 1002523061 two Inflows of N13,050.000.00 Euro on 9th January, 2019 and N13.000,000.00 Euro on 28th January, 2019 totaling N26,050,000.00 Euro from one off-show company called Intels West Africa Limited.

“Further Investigation has shown that the said Euro inflows were converted to about $30,346,150.12 USD and transferred in tranches of $14,362.500.00 USD, $14,977,194.13 USD, and $1,000,000.00 USD to Guernsey Trust company Nigeria Limited’s Dollar Account number: 1003057653 to Keystone bank between 11th January and 12th February 2019.

“On the 18thJanuary, 2019 Guernsey Trust Company Nig Ltd paid the sum of $750,000.00 to Bluebeam Capital Ltd, the money was subsequently transferred to BLK Prestige Investment

“Also on the 29th January, 2019 Guernsey Trust Company Nig Ltd paid total sum of $2,065,934.00 to Capital filed Investment Group Ltd account in Keystone Bank Plc and the naira equivalent of the said amount in the sum of N856, 569,200.00 was paid in tranches to Andrew Pitchford Ltd account. The company is owned by one Mr. Erhunse Giwa Osagie, a brother to Mr. Uyiekpen Giwa Osagie.

“Furthermore on the 6th February, 2019, Guernsey Trust Company Nig Ltd paid Bluebeam Capital Ltd the sum of $1,000,000.00 the money was subsequently transferred to BLK Prestige Investment Ltd with UBA Zambia while the naira equivalent was paid into the account of Andrew Pitchford Ltd by Spring Creek Ltd on behalf of Bluebeam capital Ltd.

“Again on the 11th February 2019, Bluebeam Capital Ltd received the sum of $2,000,000.00 from Guernsey Trust Company Nig Ltd. On the instruction of Mr. Erhunse Giwa Osagie out of which the sum of $1,000,000.00 was transferred to account of BLK Prestige Investment Ltd United Bank for Africa in Zambia while the remaining $1,000,000.00 was converted into naira and paid into Sterling Bank Plc account of Andrew Pitchford Nig Ltd with account number 0689724732.”
