BAUCHI GUBER POLL: DOGARA BLOWS HOT OVER INCONCLUSIVE ELECTIONS, WARNS INEC CHAIRMAN


Yakubu Dogara, Speaker of the House of Representatives, has condemned the decision of the Independent National Electoral Commission (INEC), to cancel the Tafawa Balewa local government governorship election results in Bauchi state.

Dogara, speaking during a media briefing on Monday in Bauchi, said the decision to cancel Tafawa Balewa LGA by INEC was against the provision of the law.
According to him, the decision lacks substance as elections in the state was “conducted in a free, fair and transparent manner”.

The speaker further called out INEC Chairman Mahmood Yakubu to rise up from his seat in Abuja and defend his people.
Dogara said: “There was no problem at all in Tafawa Balewa. The only problem they had was the final collation. If that was the only problem, one will think that the worse decision that can be taken is for them to provide the relevant collation sheet to her (collation officer) and say go and complete the collation and bring it in the proper sheet.

“But in law, anybody who is a lawyer knows that the issue of form does not defeat the issue of substance
“Now, the substance is that there was a fair, free and credible election, which nobody is challenging. The only issue is that it wasn’t conveyed in the proper form and that can be cured and so, as it is, this election has been won and lost, no matter how you look at it and the PDP, Kauran Bauchi is, by the grace of God, the sitting governor-elect.

“As it is now, there is no problem, absolutely no problem with the votes from Tafawa Balewa.
“The chairman of INEC has told the world that elections begin and end at the unit. If they had cancelled any result at the level of unit collation or ward collation, it would have stood cancelled but for there to be peaceful elections, free and fair as attested to by the local government returning officer, Mrs Dominica Anosike, for there to be very peaceful, transparent collation of all the results across the eleven wards in Tafawa Balewa and the only challenge we had was that the Governor’s thugs and boys went and invaded the local government collation centre and carted away some result sheets.

“Thereafter, the returning officer who collated it on a separate paper, and then wrote a letter, an explanatory memoranda to the state returning officer and the Resident Electoral Commissioner to say that this was the situation in which they found themselves and that was why they had to use another result sheet to do the computation.

“If you look at it carefully, the thugs that invaded the collation centre in Tafawa Balewa are agents of the governor, the sitting governor of Bauchi State
“Their names were read out, it is not a rumour, they were apprehended by the army, including the vehicle they used for the operation and they have been handed over to the police.

“Now, if they were acting for a disclosed principal, which is the governor of Bauchi State, the point is that in the law of agency which we read and it hasn’t changed, the principal is responsible for the acts of his agents.

So, if they were acting as agents of the sitting governor, will the governor now take benefit of the crimes committed by his agents? That is one big question that INEC must answer.

“Secondly, I want to say that the chairman of INEC is a citizen of Bauchi State, just like all of us and they say that charity begins at home. Will he therefore sit down in Abuja and watch or preside over this brazen rape of the mandate of Bauchi State? Will he sit down and sleep in peace when he sees that the decision of his own people here in Bauchi State is being upturned by agents of the agency over which he superintends? That is the question that Professor Mahmood Yakubu, my namesake, will have to answer and the people of Bauchi State are watching.

“We want to see whether he will cast his vote with the people of Bauchi State or with those who are seeking to oppress the people of Bauchi State.”

INCONCLUSIVE ELECTION: TAMBUWAL  REJECTS INEC'S DECISION, HEADS TO COURT

Tambuwal of Sokoto State has rejected the declaration of Sokoto Governorship polls as inconclusive by the Independent National Electoral Commission (INEC), urging it to declare him the winner of the election in the state.

The election was declared inconclusive by INEC as the number of votes cancelled was much higher than the winning margin.
Tambuwal, who contested on the platform of the Peoples Democratic Party (PDP), was leading by 3,413, having scored 489,558 votes while Ahmed Aliyu of the All Progressives Congress (APC) got 486,145 votes.

But the number of votes canceled from across 136 polling units in 22 local government areas was 75,403.

Addressing a press conference, Tambuwal said there was nothing like inconclusive election in the constitution.

“It is not founded in the constitution and there is a need for it to be tested in the court of law,” he said.

Tambuwal noted the need for the electoral body to reconsider its decision.

According to him, the constitution was explicit about the winner of the election, quoting section 179 (2) of the constitution.

“We will not allow anybody to subvert the mandate of our people. Every member of INEC has his name to protect,” he said.

ETHIOPIAN AIRLINES PLANE CRASHES WITH 157 PEOPLE ON BOARD

An Ethiopian Airlines plane has gone down with 149 passengers and 8 crew onboard, the airline said.

The plane is believed to have crashed six minutes after take off, according to local reports.

The Ethiopian prime minister's official Twitter account has expressed condolences to families of those lost.

The PM's office wrote on Twitter: "The office of the PM, on behalf of government and people of Ethiopia, would like to express it's deepest condolences to the families that have lost their loved ones on Ethiopian Airlines Boeing 737 on regular scheduled flight to Nairobi, Kenya this
morning."

LADY GIVES BIRTH ON THE ROAD WHILE GOING TO CAST HER VOTE IN PORT-HARCOURT (PICS)

There was a massive celebration earlier today after a woman gave birth to a bouncing baby boy while going to vote in the governorship and states assembly elections in Rivers.

It was gathered that the woman went into labour while trying to exercise her franchise and was helped by some nurses and other women to give birth by the roadside at Rumuchuolu Eneka area in Port-Harcourt. 

The residents were overwhelmed with joy after the delivery and have name the baby after the Rivers state governor, Nyesom Wike, who is seeking re-election.

THUGS IMPORTED FROM EDO STATE CAUGHT IN AKWA IBOM STATE FEW HOURS TO ELECTIONS (PHOTOS)

Another set of suspected thugs has been apprehended by vigilant youths in Akwa Ibom, just hours to the governorship and House of Assembly elections today. 

A bus carrying about 20 political thugs all the way from Edo state - was intercepted in Ikot Esen-Atiamkpat road, Nsit Ubium LGA, Akwa Ibom state.

The leader of the group was beaten mercilessly by the mob as he claimed they were brought from Edo to Akwa Ibom to monitor the elections and also provide "security" at polling units.

INEC SUSPENDS ELECTION IN ADAMAWA OVER SUDDEN DEATH OF APC CANDIDATE

Election for the Nasarawa/Binyeri State Constituency of the Adamawa State House of Assembly will not hold on Saturday, as scheduled as the Independent National Electoral Commission (INEC) has postponed the election over the death of a candidate.

Kashim Gaidam, Resident Electoral Commissioner (REC) in Adamawa State, stated this on Thursday, in Yola, the Adamawa State capital. Gaidam said the postponement became necessary as a result of the death of Adamu Kwanate, a member of the Assembly and candidate of the All Progressives Congress (APC) in the election.

According to NAN, Kwanate passed on on Wednesday, after he collapsed during a campaign for his reelection. He died later in a hospital in Yola. Gaidam said the postponement was to allow the party and the constituency find a replacement.

“We received a letter from the party and the House of Assembly regarding the death of the candidate and we have replied, giving them one week to find a replacement. We will communicate their replacement to the headquarters to fix a new date for the election,” Gaidam said.

NO CERTIFICATE OF RETURN FOR CANDIDATES DECLARED WINNER UNDER DURESS – INEC

The Independent National Electoral Commission has said it will not issue Certificates of Return to candidates in places where its officials are held hostage or forced to declare winners under duress in the governorship and state Houses of Assembly elections on Saturday (tomorrow).

The commission also threatened to record zero vote and cancel the results of polling units where its personnel deliberately failed to deploy the Smart Card Readers.

The Chairman of INEC, Prof. Mahmood Yakubu, said this on Thursday during the meeting of the Inter-Agency Consultative Committee on Election Security held at the commission’s Conference Room in Abuja.

Yakubu said, “The commission is concerned that many of our materials, including ballot boxes, voting cubicles, voter registers and Smart Card Readers were lost to acts of hooliganism and thuggery in the elections held two weeks ago. Most worrisome is the attack on electoral officials.

“Some of our staff were abducted and taken hostage in an attempt to disrupt elections or influence the outcome. In fact, some of the supplementary elections were caused by such acts of thuggery.

“I am confident that working together with the security agencies, we will consolidate the largely peaceful conduct of the Presidential and National Assembly elections while also taking decisive steps to deal with the minority of violators’ intent on disrupting the conduct of peaceful elections.

“However, the commission will not tolerate the act of holding our officials hostage and forcing them to declare winners under duress. Where such occurs, the commission will not reward bad behaviour by issuing them Certificates of Return.

“We have once again reconfigured the Smart Card Readers for the elections on Saturday. The use of the card readers is mandatory and there will be no exemption to their deployment for accreditation of voters.

“Under our regulations and guidelines, there are clear penalties for the deliberate failure to deploy them on the part of our members of staff. Where such happens with the connivance of communities, the result of election in the polling unit(s) will be cancelled and zero vote will be recorded.”

According to him, governorship election would be conducted in 29 states, state assembly poll will elect 991 members of Houses of Assembly in all the states of the Federation, six Chairmen as well as 62 councillors for the Area Councils in the Federal Capital Territory.

The INEC chairman said that in addition to elections into 1,082 constituencies nationwide, the commission would conduct supplementary elections in 14 states of the federation covering seven Senatorial Districts and 24 federal constituencies.

The supplementary elections, he said, were necessitated by electoral fraud, violence and thuggery perpetrated by political thugs and politicians in the February 23 elections.

The INEC chairman also stated that materials for the polls on Saturday had been delivered to all states and the FCT.

With this arrangement, Yakubu said the commission was confident that all polling units would open at 8am nationwide.

INEC also hinted that Cs of R for governors and deputy-governors-elect, members of state Houses of Assembly-elect and chairmen and councillors for the FCT “shall be presented in each state of the federation by the Supervising National Commissioners and the Resident Electoral Commissioners on a date to be announced next week.

For Senatorial Districts and Federal Constituencies in which winners have already emerged, Yakubu said the commission would issue their Certificates of return  next week.

He said, “On behalf of the commission, I extend our deepest condolence to the families of those who lost their lives, including personnel of the security agencies. We are glad that the police have made several arrests and investigation is ongoing.

“I wish to assure Nigerians that the commission will work closely with the police to ensure the diligent prosecution of all violators of our electoral laws. Citizens are asking for effective but non-intrusive protection before, during and immediately after the elections in which their rights are respected and their choices safeguarded.”

Campaigns end, 29 states to elect governors on Saturday

Meanwhile, campaigns for Saturday’s polls ended officially on Thursday.

 According to the timetable released by INEC, the campaigns which started on December 1, 2018, would have ended on February 28 but for the postponement of the election from March 2 to March 9.

Seven states whose governors have yet to serve out their terms will not take part in the exercise.

The states are Anambra, Bayelsa, Ondo, Osun, Ekiti, Edo and Kogi.

But elections into the various seats in state Houses of Assembly will hold in the 36 states of the federation.

In all, 1,158 governorship candidates will contest the governorship positions in the 29 states, while 14, 643 candidates will contest 991 posts in the various state Houses of Assembly.

Although almost all registered political parties are taking part in the elections at the state level, the contest is a straight fight between the All Progressives Congress and the Peoples Democratic Party.

The states to look out for, however, include Ogun where the state governor, Ibikunle Amosun of the APC, is supporting the governorship candidate of the Allied People’s Movement, Adekunle Akinlade.

Akinlade will be slugging it out with the APC governorship candidate, Dapo Abiodun.

The PDP is in crisis in the state. While INEC recognises Buruji Kashamu as the party’s candidate based on court order, the national leadership of the party is backing Ladi Adebutu.

Similar scenario is playing out in Imo State where Governor Rochas Okorocha, though of the APC, is supporting the governorship candidate of Action Alliance, Uche Nwosu.

It is a straight contest among Nwosu; the candidate of the APC, Hope Uzodinma; and that of the PDP, Emeka Ihedioha.

Although the APC in the state had adopted the governorship candidate of Africa Action Congress, Awara Biokpomabo, for the election, it is yet to be seen if that can pose any serious challenge to Wike.

In Lagos State, the APC candidate, Babajide Sanwo-Olu; and PDP’s Jimi Agbaje, are the leading contestants.

In Oyo State, APC’s candidate, Adebayo Adelabu, has Seyi Makinde of the PDP as his main challenger.
